The financial significance of public debt and its impact on government budgets justifies and, in fact demands, the continuous undertaking of audits aimed at investigating the entire debt process to determine which liabilities the national taxpayer is burdened with. It is clearly important to know if the budget is tainted with irregularities and/or fraud and if the stated expenses and losses are legal and legitimate. Audits also inform who benefited from the corresponding resources, how they were applied, if they complied with the existing legal and administrative regulations, as well as the social and environmental impact. Given that the general population pays a country’s public debt—through heavy tax burdens and the inadequacy of public services (budgetary resources are absorbed to pay debt obligations)—citizen participation in debt audits is essential. This chapter provides a snapshot of the Citizen Debt Audit experience in Brazil, Ecuador and Greece.
<p>A partir da deposição da presidente eleita em 2014, Dilma Roussef, o governo federal vem aplicando um programa radicalmente neoliberal, cuja gestão da economia está centrada no corte de gastos públicos não financeiros, justificado por uma crise fiscal que estaria associada, sobretudo, ao excesso de gastos com políticas sociais dos últimos governos, que teriam ultrapassado a capacidade de arrecadação da União. Neste sentido, um conjunto de reformas estruturais, que retiram direitos assegurados na Constituição de 1988, vem sendo impostas à população. As justificativas apresentadas para tais reformas têm sido largamente contestadas por economistas e políticos de oposição e a Auditoria Cidadã da Dívida tem se destacado neste debate, fundamentando seus argumentos com dados oficiais e estimativas neles baseadas sobre a composição dos gastos públicos e sobre os impactos da reforma da Constituição que congela os gastos não financeiros do governo federal durante 20 anos sobre as políticas sociais. Nesta entrevista, Maria Lucia Fatorelli responde a questões sobre a dívida pública brasileira e a sua gestão e alerta para as mudanças recentes voltadas para a securitização de créditos, as quais constituem um esquema financeiro com risco de aniquilamento das finanças públicas e comprometimento das futuras gerações.</p>
Desde o governo de FHC (1994-2002) até os governos de Lula-Dilma (2003-2015), a Previdência com maior ou menor grau é apresentada para a sociedade como deficitária e o Estado como incapaz de mantê-la. Inúmeros estudos demonstraram que este não passa de um discurso ideológico, cujo objetivo central trata de uma aberta privatização da previdência social. O governo Bolsonaro, com bases em falsas notícias, apresenta uma proposta de “reforma” da previdência que coloca em risco o Sistema de Seguridade Social. Além de dificultar o acesso aos benefícios previdenciários dos mais pobres, mantendo os privilégios dos mais ricos, a proposta desestrutura e asfixia financeiramente a seguridade social para alimentar o sistema da dívida pública, que remunera cada vez mais os banqueiros e rentistas nacionais e internacionais. É necessária uma ampla discussão na sociedade, para que se desvelem as verdadeiras intenções por trás da contrarreforma privatista.
