Changes in housing construction entail a corresponding reaction of the real estate market especially with regard to residential real estate since developers have lost “free” funds of shareholders-natural persons. As a result of transition to project financing volume of housing construction has decreased by 14.8% in the Russian Federation over a recent year. Housing construction is characterized by zero and negative profitability in half of entities of the Russian Federation due to low solvency of its population, according to Expert RA Agency [1]. Banks do not provide developers with financial resources in such situation. To achieve success construction companies have to raise additional capital which can be obtained from the public debt market. Improvement of transparency and reliability in the construction industry under the ongoing reform, structurization of developers groups, formation of credit-rating dossier should attract investors’ attention to builders’ securities and reduce the size of risk premium which developers-issuers have to pay today. According to the authors, entering the securities market of 20-30 huge developers in the next 2-3 years will guarantee attraction of investment flows in housing construction in an amount of up to 40 billion rubles.
The article discusses the main features of the formation the initial data of real estate for the state cadastral valuation. The author's interpretation of the concept of cadastral valuation as a system is proposed and its main constituent elements are given. Methods for collecting, updating and systematizing information on the objects of valuation have been developed. It allows to create the most comprehensive baseline information on the quantitative and qualitative characteristics of real estate and to ensure the effectiveness of cadastral valuation. The necessity of using additional information systems to collect, update and systematize information as a way to increase the level of reliability of the taxable base of real estate objects is substantiated. Including the organization of information interaction of the state budget institution and the rights registration authority is presented.
ИНСТИТУТ КАДАСТРОВОЙ СТОИМОСТИ: РОЛЬ НАЛОГОПЛАТЕЛЬЩИКОВ ОБЪЕКТОВ НЕДВИЖИМОСТИИнститут кадастровой стоимости в России сравнительно молод, но уже имеет достаточно богатую историю. Мы можем наблюдать за его трансфор-мацией, так как в настоящее время происходит процесс монополизации када-стровой оценки и передачи полномочий специально создаваемым региональ-ным ведомствам. Институт кадастровой стоимости -это своего рода эконо-мические взаимоотношения налогоплательщиков и государства в ходе фор-мирования базы налогообложения, т.е. кадастровой стоимости, процедуры ее оспаривания и непосредственно уплаты налогов. Несмотря на всеобщую кри-тику, был принят Федеральный закон № 237-ФЗ «О государственной кадаст-ровой оценке», в соответствии с которым созданы уполномоченные государ-ственные бюджетные учреждения, в связи с чем независимые оценщики больше не участвуют в расчете кадастровой стоимости.Одновременно с нововведениями преобладают и страхи, а именно страх угрозы завышения кадастровой стоимости ради ежегодного увеличения нало-гов на недвижимое имущество, и отсутствие в проекте четкого разъяснения ответственности государственных оценщиков за результаты работы. Одни не верят в экономическую эффективность данного проекта. Другие не связыва-ют данные изменения и создание государственных бюджетных учреждений с дальнейшим усовершенствованием и улучшением системы кадастровой оценки. Следовательно, возникает конфликт интересов относительно набора данного института. И это естественный процесс, так как происходят своего рода инкрементные изменения ввиду неполной информации и наличия тран-сакционных издержек. В статье анализируется зарубежный опыт исследования ценообразующих факторов при определении кадастровой стоимости объектов недвижимости. Массовое оспаривание результатов кадастровой оценки свидетельствует о несостоятельности используемой в России методологии и несовершенстве используемых исходных данных. Авторами аргументируется актуальность анализа зарубежного опыта в отношении оценки земель и определении факторов, оказывающих наибольшее влияние на стоимость, а также наиболее подходящих моделей оценки для конкретных ситуаций в нашей стране. Предложен обязательный перечень качественных и количественных характеристик объектов, влияющих на кадастровую стоимость земельного участка, внедрение которого позволит улучшить результаты кадастровой оценки. The macroregion Siberia possess large reserves of natural resources, which makes it possible to create a modern high-tech infrastructure for their extraction and processing. The production of final products in this region can become a driving force for the development of the Russian economy in the medium and long term. Unlocking the potential of Siberia and the Far East requires significant investments comparable to the money spent by the USSR for the development of Western Siberia, the North, the Arctic and the construction of the BAM (the Baikal-Amur Mainline). The volume of public investment is insufficient for the dynamic development of the region, so to obtain additional investment funds stimulation of the private sector of the economy is required. Potential investors have the sufficient financial resources, but it is necessary to improve an investment climate in Russia. It will allow the country to attract the maximum amount of money. To improve the investment climate one should make significant changes in the management, legal, banking and other aspects of business activity in Russia.
One can consider the development of Siberia and the Far East also called macroregion Siberia as Russia’s comeback to its historic movement towards the East which will give Russia sustained economic growth based on the country’s entry into the global division of labor and its active position in the markets of the Asia Pacific Region. It is the region that has become the center of global economic and technological development in the 21st century. Gaps in the country’s economy should be overcome both between separate sectors of the economy and between regions. The development of Siberia and the Far East has huge potential for the development of Russia as a whole, and it will largely determine its geoeconomic prospects in the 21st century. Such development means the introduction of new approaches to the raw materials sector, the creation of transport and energy infrastructure, as well as the development of deep processing industries, the creation of a dynamic innovation sector, improving the living standards of the population and, in general, the formation of new environment for living and people’s self-actualization. Otherwise, Siberia and the Far East are doomed to be subsidized territories with low returns for the country and its inhabitants. According to the author, the development of mechanical engineering focused on the extractive industry can be one of the main factors ensuring the successful development of the economy of the macroregion Siberia and Russia.
