Geomorphologic studies and palynological analysis of a core in the middle of Lagoa Santa, a lake in central Brazil (19°38'S; 43°54'W), have provided palaeoenvironmental information on the region and lake history during the Holocene. Prior to 5300 yr BP there is no pollen record in the sediments. The presence of spores of Lycopodium and algae (Phase I) between c. 6100 and 5400 yr BP indicate a gradual increase of moisture in the ancient valley. Between c. 5400 and c. 4600 yr BP the records of pollen, spores and algae indicate the presence of an intermittent marsh on the valley floor (Phase IIA) and a climate drier than at present; Gramineae pollen dominates the assemblages, followed by Compositae and Portulacaceae. At approximately 4600 yr BP pollen grains are abundant, percentage of arboreal pollen increases and Lycopodium spores are replaced by fern spores of a moist environment; the marsh was replaced by a permanent lake (Phase IIB). An ancient landslide scar was probably active shortly before this time and started to deposit debris at the basin outlet causing the formation of the permanent lake that has existed since then. A mosaic of forests and ‘cerrado’ (savannah-like vegetation) covered the region around the lake and the climate was warm semi-humid, similar to the present. The abundant archaeological sites dating from c. 5000 yr BP are coeval with the formation of the lake and of the change towards a more humid phase. From c. 3000 yr BP to the present, changes in the percentage of arboreal pollen indicate small oscillations in precipitation. The uppermost 20 cm of the sediment contains oxidized clay mixed with the lake sediment. Nevertheless, the well-preserved palynomorphs show that the oxidized material was transported to the lake as a result of human activities around the basin. The depletion of Stryphnodendron spp. trees in recent last centuries confirms human disturbance of the natural ecosystems. In general terms, the climatic variations detected at Lagoa Santa during the Holocene are in accordance with those in other parts of central Brazil.
Este artigo descreve sobre o estado atual dos aspectos legais e ambientais que regulamentam a atividade de fechamento e descomissionamento de empreendimentos minerários no Brasil, e no Estado de Minas Gerais. Este último detém a liderança na produção mineral do país. A exploração das jazidas minerais produz elevado potencial de riscos ambientais e, quando abandonadas ou encerradas, passivos ambientais são gerados. No Brasil, o fechamento de mina foi considerado a partir do advento da Lei nº 6.938/81, da Constituição Federal de 1988 quando ganharam importância o Estudo e Relatório de Impacto Ambiental - EIA/RIMA. A legislação do setor mineral encontra-se dispersa, pois é vinculada a dois ministérios: Minas e Energia e Meio Ambiente. Em Minas Gerais, dentre outras normas, a DN COPAM Nº 127, de 2008, estabelece diretrizes para avaliação ambiental da fase de fechamento de mina. Empresas de grande porte vêm apresentando planos de fechamento e de descomissionamento, entretanto, as pequenas empresas aliada à falta de fiscalização, têm sido as principais responsáveis pela geração de passivos ambientais.Palavras-chave: Fechamento de mina, aspectos legais, aspectos ambientais. ABSTRACT: LEGAL AND ENVIRONMENTAL ASPECTS ON THE CLOSURE OF MINING ACTIVITIES IN THE STATE OF MINAS GERAIS. This article describes the current status of legal and environmental factors that regulate the closure and decommissioning of mining activities in Brazil and in Minas Gerais State. The latter has the lead in mineral production in the country. The exploitation of mineral deposits produces a high potential for environmental hazards and, when abandoned or closed, environmental liabilities are generated. In Brazil, the mine closure has been considered from the enactment of Law No. 6.938/81, of the Constitution of 1988 with the Study and Environmental Impact Report - EIA / RIMA. The law of the mineral sector is dispersed because it is linked to two ministries: Mines and Energy and the Environment. In Minas Gerais, among other provisions, the DN COPAM No. 127, 2008, establishes guidelines for environmental assessment phase of a mine closure. Large companies have presented plans for closure and decommissioning, however, small businesses coupled with the lack of supervision have been mainly responsible for the generation of environmental liabilities.Keywords: closure of mining activities, legal and environmental aspects
Este trabalho estabelece uma correlação entre taxas de precipitação e escorregamentos na cidade de Belo Horizonte, Minas Gerais. A correlação foi desenvolvida durante dois períodos chuvosos, relativos aos anos de 2006/2007 e 2007/2008. Foram utilizados instrumentos do tipo pluviômetros automáticos, instalados em diferentes áreas de Belo Horizonte, caracterizadas por possuírem terrenos instáveis e susceptíveis aos processos de escorregamentos. Em Belo Horizonte predominam solos residuais de gnaisse, xistos, filitos e depósitos de tálus. Todos estes materiais são susceptíveis a escorregamentos porém a susceptibilidade varia entre eles. Os depósitos superficiais em contato com xistos e filitos são os mais susceptíveis, seguidos pelos filitos alterados e por último os solos residuais de gnaisse. As ocorrências de escorregamentos registradas nos períodos foram comparadas aos registros de pluviosidade, tanto o de chuvas acumuladas antes dos escorregamentos, quanto o de intensidade da chuva no dia do desencadeamento dos eventos. Numerosas ocorrências de escorregamento estão associadas, predominantemente, a eventos de chuva excepcional. Precipitações acumuladas por três dias acima de 100 mm já são desencadeadoras de escorregamentos, entretanto, todos os dias com mais de 6 ocorrências de processos também foram associados com intensa chuva diária (alta pluviosidade em poucas horas).
A região do Taquaril em Belo Horizonte abriga mais de 30.000 habitantes adensados em uma pequena área de 145,2 ha. Durante períodos chuvosos, mais de 60% dessa área se enquadra nas categorias de alto risco de escorregamento. Um talude representativo da maioria dos taludes presentes na área foi escolhido para a execução de um estudo de retroanálise de sua estabilidade. Foi observado que, as ações antrópicas, associadas às características geológicas desfavoráveis dos terrenos, são as principais causas dos escorregamentos. O terreno caracteriza-se por encostas bem inclinadas, constituídas por filitos e xistos alterados, cobertos por depósitos de tálus e colúvio inconsolidados. Os depósitos de tálus e colúvio retardam a saturação das descontinuidades dos maciços rochosos e o fator de segurança de rupturas planares e em cunha, nestes casos, é superior a um. A retroanálise apontou baixa resistência para os depósitos de encosta. Pequenas taxas de precipitação podem desencadear escorregamentos de menor volume, mas, durante chuvas intensas, as superfícies de ruptura se tornam mais extensas e profundas, geralmente atingindo o contato entre solo e maciço.Palavras-chave: Retroanálise, escorregamentos, Taquaril. ABSTRACT: SLOPE STABILITY BACK ANALYSIS: A CASE STUDY AT TAQUARIL SLUM, BELO HORIZONTE CITY, BRAZIL. Taquaril risk area is located close to Belo Horizonte city, Brazil. Over 60% of this area was evaluated as being prone to landslides. A representative 25 m slope in this area was chosen to perform a retro-analysis of their stability. It has been observed that antropic actions associated with geological and geomorphological characteristics of the area are the main causes of landslides. Steepy inclined slopes composed by weathered phyllites and schists and also by unconsolidated colluvium and talus deposits characterize the terrain. Topography is being modified and heaps of garbage and waste material from constructions are daily thrown along the slopes and drainages, creating piles of waste deposits placed in unstable conditions. Nowadays shallow landslides are more numerous and dangerous than wedge and planar failures of rock mass, which presents low permeability despite the presence of fractures set. Saturation of the rock mass when covered by slope deposits is difficult to occur and, in this case, the safety factor for wedge or planar failure is up to one. Geotechnical analysis has shown low resistance values for slope deposits. Low precipitation rates may causes shallow slide surfaces, but during intense rain these surfaces are deeper, almost enclosing the rock mass contact.Keywords: retro-analysis, landslides, Taquaril
