Interacción universidad y entorno: marco para el emprendimiento 1 ResumenEl documento desarrolla el tema de la relación universidad-entorno, especialmente en lo que se refi ere a la vinculación con el sector productivo como parte del desarrollo de la función de extensión universitaria. El propósito fundamental es proporcionar un marco de referencia para la creación o justifi cación de las unidades de emprendimiento universitarias como mecanismo de enlace para el desarrollo de la función extensión desde una de sus aproximaciones: el enfoque empresarial. Como resultado, se evidencian los enfoques, los modelos, los mecanismos y las estrategias de interacción universidad-entorno; se realiza una refl exión sobre el emprendimiento como medio para dicha interacción y se muestran las condiciones estructurales que favorecen el emprendimiento universitario.
La universidad pública colombiana presenta diversos obstáculos para poder interactuar de forma eficiente con el sector productivo, algunos de estos relacionados con sus capacidades internas, pero otros por el marco regulatorio que las rige y las condiciones del contexto. El objetivo de este artículo es evidenciar los factores que han incidido en la transferencia de propiedad industrial universitaria al sector productivo. Para esto, se hizo una revisión de literatura y documentación de experiencias nacionales e internacionales en transferencia a partir de patentes y modelos de utilidad; se realizaron entrevistas semiestructuradas en tres universidades públicas colombianas a jefes de unidades de enlace, innovadores que han desarrollado patentes y a funcionarios de las empresas beneficiarias de la transferencia. Se encontró que si bien en la última década se han mejorado los procesos de transferencia de resultados de investigación, aún falta trabajar en la apropiación del conocimiento por parte de los beneficiarios, porque en la mayoría de los casos estos no se vinculan desde el principio con el proceso, se está aún en etapa de desarrollo o se han cerrado los procesos de investigación sin que hayan culminado la transferencia.* Artículo de investigación derivado del proyecto ECO-1218: Factores determinantes de la transferencia de conocimiento e innovación hacia el sector productivo en casos de propiedad industrial protegidos en tres universidades del país, financiado por la Vicerrectoría de Investigaciones de la Universidad Militar Nueva Granada, con recursos de la vigencia 2013. Las interacciones entre las universidades y el entorno han sido objeto de estudio en las últimas décadas, sobre todo en el marco de la nueva economía, donde se toma el conocimiento como factor estratégico para la generación de riqueza, y a las universidades como las organizaciones que deben producirlo. El objeto de este artículo es presentar una revisión de literatura alrededor de los principales modelos y mecanismos de interacción Universidad-entorno, con el fin de identificar algunos retos para las universidades colombianas. Esta revisión se realizó en fuentes secundarias, principalmente en bases de datos científicas, y arrojó como resultado que estos modelos y mecanismos han tendido a homogeneizarse, aplicándose indistintamente en los contextos particulares de cada región, produciendo resultados positivos especialmente en Estados Unidos y otros países industrializados, y, por el contrario, fuertes diferencias ideológicas y limitaciones en las interacciones entre los diferentes actores, así como en las capacidades en términos de ciencia, tecnología e innovación de los países en desarrollo, como Colombia. Algunos de los retos que tienen las universidades colombianas están relacionados con el desafío de incrementar sus capacidades de investigación, su acumulación y transferencia de conocimiento, mejorar sus políticas de propiedad intelectual y construir su propio modelo de interacción a partir de sus capacidades internas y del contexto en el cual están inmersas.
ResumenActualmente los docentes universitarios desempeñan un papel importante en la generación de capacidades innovadoras en sus estudiantes, ya que son el eje transmisor de dicho conocimiento. En este sentido, se busca identificar las concepciones sobre innovación que tienen los docentes de planta, de las facultades de Ciencias Económi-cas e Ingeniería de la Universidad Militar Nueva Granada (UMNG) y cómo éstas inciden en la forma como los docentes fomentan procesos innovadores en los estudiantes. Se realizó una búsqueda de información en bases de datos científicas indexadas, sobre los temas de innovación y enseñanza desde el punto de vista del docente. Luego se hicieron encuestas de manera virtual y presencial a la población objeto de estudio, compuesta por 131 docentes. Se encontraron pequeñas diferencias de pensamiento respecto a las concepciones y metodologías que tienen los docentes de las facultades mencionadas, evidenciando al final, que existe una relación directa entre la trayectoria laboral y las nociones que han desarrollado respecto a la innovación. Se concluye que los docentes, con base en su experiencia profesional y laboral, consideran entre las mejores metodologías para fomentar la innovación: la realización de proyectos, estudios de caso, el contacto con empresarios innovadores y la investigación de experiencias.Palabras clave: innovación, concepciones docentes, fomento de la innovación, instituciones de educación superior. AbstractNowadays university teachers play an important role generating innovative skills in their students, as they are the promoters of such knowledge. In this sense, it seeks to identify the conceptions on innovation that full time teachers of Economics and Engineering faculties of the Universidad Militar Nueva Granada (UMNG) have, and how these affect the way teachers encourage innovative processes in students. An information search was performed in indexed scientific databases on the topics of innovation and education from the point of view of the teachers. Later, virtual and face surveys were done to a total of 131 teachers of the study population. Small differences in thinking about the concepts and methodologies of the teachers of the faculties mentioned above were found, showing at the end, that there is a direct relationship between the labor paths and notions that they have developed regarding innovation. It is concluded that teachers based on their professional and work experience, considered among the best methodologies to promote innovation: the implementation of projects, case studies, being in contact with innovative entrepreneurs, and research experiences.
Este artículo busca identificar factores determinantes y tendencias de la transferencia de resultados de investigación universitaria al sector productivo. Para esto se realizó una revisión de artículos académicos que se han generado entre 1994 y 2014 sobre el tema, y que recogen casos internacionales. Se identificaron factores relevantes para dicha transferencia agrupándolos en: enfoque de la universidad, mecanismos y unidades de enlace, perfil y posición de los actores, proceso de investigación y transferencia, capacidades internas de la universidad y condiciones del entorno. Respecto a las tendencias, en las naciones desarrolladas existe un avance hacia relaciones formales de transferencia entre diversas organizaciones, especialmente a partir de financiamiento privado
