ResumenEl análisis crítico e interpretativo sobre el proceso de planificación en América Latina, como también el desarrollo de la experiencia de Argentina y Mendoza, en particular, fundamentan la necesidad de transformar al Ordenamiento Territorial en una verdadera política de Estado. Los cambios que se necesitan operar en la gestión dependen del grado de institucionalidad, gobernabilidad y gobernanza que se logre. Una política de Estado se construye a partir de consensos o, por lo menos, definiendo compromisos que deben plasmarse en acuerdos formales para llegar a un gran acuerdo, perdurable en el tiempo; es preciso poner por delante el interés común de la sociedad y los principios y fines del Ordenamiento Territorial. Si esto no se consigue, las transformaciones estructurales que la propia naturaleza del territorio exige, y que hoy reclama la sociedad, nuevamente fracasarán.Palabras clave: gestión territorial, ordenamiento territorial, política de estado, políticas públicas.
El observatorio de Desarrollo territorial Sustentable para Mendoza, Argentina surge en el marco de la ley 8051/09 de Ordenamiento Territorial y Usos del Suelo. Se trata de una herramienta de comunicación para la validación y el monitoreo de indicadores, políticas, planes, programas y proyectos de índole territorial. El marco teórico-metodológico se sustenta en los principios del ordenamiento territorial y el enfoque de sistemas complejos adaptativos. La estructura se diseña en una plataforma tecnológica que permite estandarizar datos, sistematizar información, construir indicadores territoriales y publicar cartografía. Una vez logrado el prototipo, se conforma “Red Territorio” como modelo de gestión que permite interactuar entre instituciones del sector público, privado, científico y ONG. Actualmente, se está trabajando en la vinculación con las instituciones que formarán parte de la experiencia piloto de Red territorio y en el ajuste de la plataforma informática que le dará sustento.
COVID-19Las ciudades son los focos de propagación del COVID-19, por lo que el acelerado crecimiento urbano, el déficit habitacional y la falta de acceso al agua y saneamiento pasan a ser problemáticas centrales. Lo cierto es que más de la mitad de la humanidad vive en zonas urbanas y el mayor crecimiento se produce en América Latina con lento crecimiento económico, desigualdades sociales y degradación ambiental. Ante esta realidad, estrechamente vinculada al cambio climático, se plantean posibles escenarios vinculados al hábitat. Tres conceptos son claves para la elaboración del marco teórico, el territorio, espacio complejo y objeto de análisis y de intervención del Ordenamiento Territorial, la seguridad humana y la gobernanza, temas en los que las Tecnologías de Información Geográfica pasa a ser fundamentales para analizar y diagnosticar situaciones referidas a las condiciones de vida de la población, aplicar técnicas prospectivas y llegar a la propuesta de acciones que permitan disminuir el margen de error en la toma de decisiones. A partir del desarrollo de estos temas se llega a la conclusión que se necesitan cambios estructurales para aumentar la seguridad y disminuir la vulnerabilidad ante amenazas como el COVID-19.
