As inflexões no campo cultural, promovidas pela mudança de governo em 2019, no Brasil, despertam nossa atenção para o cenário atual das agendas de políticas públicas de cultura. Com base em pesquisa bibliográfica e documental, analisamos os discursos dos Planos de Governo (PGs) dos(as) treze candidatos(as) à eleição para a presidência do país, em 2018, assim como de posicionamentos de governo do candidato eleito. A abordagem qualitativa dos referidos discursos levou-nos a concluir pela situação tangencial do campo cultural tanto nos PGs quanto no governo atual, com riscos à institucionalização da gestão da cultura como política de Estado e à continuidade das políticas de sociabilidade democrática e de diversidade cultural, presentes na Constituição Federal de 1998, e instrumentalizada pelo Plano Nacional de Cultura e Sistema Nacional de Cultura.
A expansão de coletivos/coletivas juvenis na cidade de Teresina, Piauí, nos anos 2010, levou-nos a indagar sobre sua presença no ciberespaço por meio de mídias sociais e sobre suas pautas de ação política e campos de atuação. Partindo de um levantamento nas mídias sociais Facebook e Instagram, identificamos 27 páginas de coletivos/coletivas, cujas postagens escritas e imagéticas tomamos, metodologicamente em uma abordagem qualitativa de teor interpretativo, como práticas discursivas. Como resultados, constatamos a autodenominação coletivo/coletiva pela quase totalidade dos agrupamentos; o uso de ambas as mídias ou de apenas uma delas; a diversidade de campos de atuação/pautas e suas convergências; os marcadores identitários; e os objetivos, explícitos ou implícitos, de atuação voltada à crítica social, à desconstrução/reconstrução de padrões socioculturais e a projetos emancipatórios. Abstract The expansion of youth collectives in the city of Teresina, Piauí, throughout the decade of 2010, led us to question their presence in cyberspace through social media and about their political action agendas and areas of activity. Based on a survey on Facebook and Instagram, we identified 27 pages of Collectives, in which the written and image posts were taken, methodologically in a qualitative approach with an interpretive content, as discursive practices. As result, we found the self-denomination “Collective” by almost all groups; the use of both social media or just one of them; the diversity of areas of activity/themes and their convergences; identity markers; and explicit or implicit objectives of performance-focused on social criticism, deconstruction/reconstruction of socio-cultural patterns and emancipatory projects. Resumen La expansión de los Colectivos/Colectivas juveniles en la ciudad de Teresina, Piauí, en los años 2010, nos llevó a indagar sobre su presencia en el ciberespacio a través de las redes sociales, y sobre sus líneas de actuación política y campos de actuación. RESUMO A legislação trabalhista, no mundo e no Brasil, sofre reformas flexibilizantes e regressivas, com o negociado, gradativamente, prevalecendo sobre o legislado. Nesse contexto de precarização e desproteção social aos sujeitos do labor, a classe trabalhadora vê-se desafiada, via organizações sindicais, a construir novas estratégias negociais que lhes garantam melhorias nas condições de trabalho e inserção nas politicas de seguridade social, via assalariamento, inclusive, nas relações de trabalho rural. Assim, o desafio vivido por trabalhadores(as) assalariados(as) rurais do agronegócio da soja no Piauí, que firmaram a primeira "Convenção da soja", em 1990. Na política pública de Negociação Coletiva de Trabalho, do campo do Direito do Trabalho, enquanto política de proteção social, produzem-se pactos coletivos a partir das decisões tomadas através de representações sindicais, patronais e laborais, quais sejam, acordos e convenções relacionadas a salário e outras condições de trabalho. A análise de atores e processos nesse campo de disputas permite melhor compreender tanto o agronegócio como expressão da ofensiva do capital, quanto o papel regulador do Estado e, ainda, a ação sindical, sobretudo, no que tange a assalariados(as) rurais, na luta por direitos e contra a precarização nas relações de trabalho. O artigo analisa a problemática da negociação coletiva de trabalho no contexto da Reforma Trabalhista de 2017 em seu foco principal, que é a prevalência do negociado sobre o legislado. A Reforma visa reduzir os custos do capital, desestruturando as relações de trabalho e o Sistema de Proteção do Trabalho no Brasil junto com outras medidas, como a Lei da Terceirização de 2017 e a decisão do STF de 2016 sobre a ultratividade dos acordos e convenções coletivas de trabalho, todas de matriz flexibilizante, causando prejuízos aos sujeitos do labor. A metodologia utilizada contemplou pesquisa bibliográfica e documental cujos resultados apontam que a reforma é fruto dos interesses do capital em coesão com o Estado, desafiando sindicatos laborais como protagonistas necessários à manutenção da dignidade humana no mundo do trabalho a assumir em novos enfrentamentos o protagonismo de um "novíssimo" sindicalismo.
