Objetivo: identificar, mediante revisión bibliográfica y consulta a expertos, las implicaciones del TLCAN perceptibles, actualmente, en el mercado local y la economía de los productores de frijol de la Región de los Llanos en el estado de Durango, México. Esto es desde la perspectiva de los asesores técnicos locales. Metodología: el trabajo se llevó a cabo en dos etapas, en la primera etapa se realizó una revisión bibliográfica sobre TLCAN y sus principales efectos a nivel nacional sobre la producción y los productores de frijol en México. Para la segunda etapa, se diseñó una entrevista semiestructurada, derivada de la revisión bibliográfica, y se aplicó a asesores técnicos agrícolas que han prestado sus servicios a productores de frijol en la Región de los Llanos Durango (RLlD). Resultados: el análisis de las entrevistas reveló cinco efectos principales del TLCAN en esta región entre los cuales se encuentran: la baja competitividad, problemas en la comercialización de frijol, un impacto negativo a causa de las importaciones, reducción de la planta productiva de frijol y la pérdida de variedades criollas. Limitaciones: la principal limitación radica en la necesidad de profundizar en el contexto histórico de los programas, instituciones o empresas en los que han trabajado los asesores técnicos, para una comprensión más integral del fenómeno. Conclusiones: a través de este estudio se concluye que el TLCAN ha tenido más efectos negativos que positivos en la economía de los productores de frijol de temporal de la RLlD, puesto que deben competir bajo condiciones económicas y de infraestructura deficientes con respecto a los socios comerciales de México. A los efectos del TLCAN reportados en la literatura, se añade la perdida de variedades de semillas criollas como un problema latente que representa una pérdida de patrimonio agrícola y de identidad en la región.
El objetivo de esta investigación fue identificar los elementos del arreglo tecnológico y social que influyen en la persistencia de la forma de vida campesina en la región de Los Llanos, Durango. El método empleado fue la Teoría Fundamentada y como técnica la entrevista a profundidad con 21 agricultores en ocho comunidades. Resultaron dos categorías clave dentro del arreglo social y una dentro del tecnológico. Se concluye que los limitantes son las condiciones ambientales regionales, la política agraria, la falta de organización productiva y el rendimiento económico. Asimismo la persistencia es favorecida por el patrimonio agrícola y la identidad colectiva.
Objective: To learn about the state of the natural resources and productive systems in the Laguna Santiaguillo Basin from the viewpoint of the inhabitants. Methodology: The approach was qualitative, by means of a focus group. Results: The problems perceived are related to: access to water both because of its low availability and due to the inequity in its distribution which generates low productivity and conflicts over the use of this resource; low prices for agricultural products; conflicts arising from the use of wildlife; and the degradation of grasslands as a result of overgrazing. Limitations on study/implications: The Mennonite group, which is an important actor within the basin, was not represented in the focus group. Conclusions: The participants in the group perceive the basin’s problem in an integrated manner, linking components of natural, economic, social and political resources, which lead them to actions adapted to their context to solve this problem.
