Over the last thirty-five years, Mexico has maintained a trade liberalization policy which has depressed food production and has reconstructed the structure of the agri-food sector; this has generated a higher food dependence and insecurity. In order to face this structural change, new organizational and socio-productive dynamics have emerged in communities, which take into consideration food diversity, heritage and cultural conditions of rural areas. In this paper, we use the theoretical approach of Localized Agrifood Systems (LAFS) and the operative concepts of governance and social innovation to analyze and understand the efforts that at the base of society are created to grant development of productive systems. Therefore, we present the results of an investigation based on the exploration of two LAFS cases; in these cases, different strategies to achieve development have been established: the elaboration of artisanal cheese in the state of Hidalgo, and the production of rice in the state of Morelos, Mexico. Research results show the importance of concepts such as Social Innovation (SI) and Governance within the framework of localized agri-food systems in rural studies, this, in order to identify the needs and potentials of family farming and producer's groups inside the new contexts generated by globalization and market liberation process.
La Cátedra Maestro Ricardo Torres Gaitán surge para fortalecer los trabajos del Seminario de Teoría del Desarrollo. Esta memoria que incluye la conferencia de José Antonio Ocampo y los trabajos elaborados por Óscar Ugarteche Galarza, Patricia Rodríguez López y Raúl Vázquez López, académicos del IIEc, quienes desarrollan y enriquecen el conocimiento sobre los temas discutidos. José Antonio Ocampo revisa las discusiones y acciones en torno de la reforma del sistema monetario y financiero internacional durante la crisis reciente, en el marco del debate mundial sobre la necesidad de contar con una arquitectura monetaria y financiera adecuada para el mundo de hoy, concentrándose en tres ejes: a) la situación del sistema financiero internacional, la regulación financiera y la banca multilateral de desarrollo durante la reciente crisis; b) el debate sobre la cooperación financiera regional, que contribuye a llenar los vacíos de la estructura actual; y c) las propuestas de las instituciones financieras regionales, así como las aportaciones del mismo autor sobre la reforma del sistema financiero, incluyendo reflexiones sobre la gobernabilidad actual de los órganos del sistema. Destaca la ausencia de propuestas sobre mecanismos para enfrentar problemas de la deuda soberana y los pocos avances sobre la generación de mecanismos institucionales para garantizar la gobernabilidad, dadas las nuevas condiciones creadas por la globalización, a pesar de las reformas efectuadas.
