En el sexenio 2012-2018, México vivió una Reforma Educativa que afectó la normatividad y estructura de la carrera docente. Este estudio es un mapeo sistemático de la producción de la investigación educativa acerca de las políticas para docentes de educación básica en servicio publicadas de enero 2013 a junio de 2020. Se estudiaron tres dimensiones de políticas docentes: carrera docente, formación continua e instituciones y procesos de las políticas de profesores. Se encontró un total de 97 documentos, 58 centrados en la carrera docente, 24 referentes a la formación continua y 15 estudios de instituciones y procesos de las políticas docentes. Se concluye que la investigación educativa priorizó el estudio de las políticas referidas a la evaluación de la carrera docente y las políticas de formación continua quedaron en segundo término. El mapeo proporciona información sistematizada para que el lector trace rutas propias de exploración para comprender las lecciones de nuestro pasado reciente en esta temática.
Resumen El presente estudio, descriptivo y comparativo, tuvo como objetivo analizar las diferencias entre el apartado de formación inicial del Modelo Educativo 2016 (SEP, 2016a) y del mismo apartado del Modelo Educativo 2017 (SEP, 2017a) para contrastarlos con los planteamientos de los participantes del "Foro de Consulta de Directivos de Escuelas Normales" celebrado en agosto de 2016. El estudio se llevó a cabo con un enfoque cualitativo y se dividió en dos fases: 1) Análisis de contenido de los documentos oficiales y 2) Análisis de contenido de las mesas de trabajo del foro mencionado. Los resultados indican que si bien el Modelo 2017 recupera la mayoría de las ideas mencionadas por los participantes de los foros, hay otras que, aunque los directivos lo señalaron reiteradamente, no fueron referidas en el documento oficial de la SEP. Un ejemplo de esto es la implicación de las escuelas normales en la impartición de formación continua y la posibilidad de que los resultados del concurso de ingreso al servicio profesional docente puedan ser de utilidad para retroalimentar sus procesos formativos.
El objetivo de este artículo es mostrar la metodología seguida en la construcción de un perfil referencial para determinar las funciones del asesor técnico-pedagógico en una entidad federativa de México. Este proyecto se contextualiza en el marco de la Reforma Educativa que actualmente se implementa en este país. El proyecto se desarrolló en dos etapas de trabajo. En la primera etapa se definió el encuadre teórico para el diseño del perfil referencial y se hizo un análisis de contenido de la normativa vigente mexicana. El resultado de este análisis fue una primera propuesta de los tres niveles más genéricos del perfil: dominios, subdominios y competencias de la función de asesoría pedagógica. En la segunda etapa se conformaron tres comités de trabajo integrados por profesores, asesores, directores y supervisores de todos los niveles educativos y de toda la entidad para el desarrollo del perfil. El comité técnico llevó a cabo la revisión de la propuesta inicial y elaboró los parámetros para cada una de las competencias. El comité académico revisó la aportación del comité anterior y elaboró los indicadores de cada subdominio de la función asesora. Más adelante, el comité de validación revisó y calificó el trabajo realizado por los comités anteriores a partir de los criterios de congruencia, relevancia, claridad y suficiencia. Los resultados muestran un alto grado de acuerdo con el trabajo desarrollado por los comités anteriores. Finalmente se presenta un ejemplo del perfil validado, así como recomendaciones generales para el uso del perfil en el marco de la reforma educativa mexicana.
