Se presenta un análisis socio-histórico del surgimiento de las Universidades Interculturales (UIs) en México y de elementos del interculturalismo que se fueron construyendo en torno a las políticas públicas neoindigenistas a partir de la época postrevolucionaria. A través de un recuento de los principales hechos jurídicos y de organización gubernamental en torno a los pueblos originarios se explican algunas reflexiones al respecto. Se expone que las UIs no emergieron por una ocurrencia momentánea, ni tampoco que fueron consecuencia directa de un evento histórico específico, sino que surgieron como consecuencia de una serie de acontecimientos que se presentaron en contextos históricos locales, regionales y nacionales. Es por ello que cada una de estas universidades tiene una historia diferente que la hace única e irrepetible y no todas fueron creadas bajo la influencia y dirección de la CGEIB. Las UIs forman parte del neoindigenismo mexicano y del proceso etnofágico en curso. La interculturalidad en estas instituciones ha sido tomada como retórica, pero en su práctica, como el ejemplo de la Universidad Autónoma Indígena de México (UAIM) han trasgredido los derechos internacionales en materia de diversidad étnica y cultural.
La educación dual es un modelo educativo que consiste en invertir tiempo de formación profesional, no sólo en el aula sino también en la industria por parte de los alumnos, bajo un marco regulado entre la Academia y la Empresa, en ocasiones con apoyo gubernamental. Es un modelo alemán que ha sido importado en Latinoamérica y México en las últimas décadas. El Tecnológico Nacional de México oficializó su programa en 2015 como Modelo de Educación Dual (MEDTecNM®) y entre 2019-2020 comenzarán a egresar las primeras generaciones bajo esta modalidad; dada la cantidad de Institutos Tecnológicos (254 en todo el país), esta vocación regional que contienen y las características empresariales de su área de influencia hace que el Modelo de Educación Dual se vuelva muy particular para cada Instituto Tecnológico: a partir de las características de su zona de influencia, el tipo de empresas y su ubicación, así como la voluntad y el alcance de participación; la capacidad de vinculación del propio Instituto Tecnológico y sus docentes; las carreras que se ofrecen en el Instituto Tecnológico; el tipo de participación gubernamental (si hubiere) y finalmente el contexto y disposición de estudiantes se identifican como los principales factores a considerar en un Programa de Educación Dual para cada Instituto Tecnológico. El objetivo de este proyecto es determinar los elementos de implementación característicos del MEDTecNM®, cuáles resultan difíciles de cumplir, los beneficios aportados a los actores involucrados y finalmente algunas alternativas viables para su ejecución en el entorno de influencia del Instituto Tecnológico José Mario Molina Pasquel y Henríquez Campus Arandas en el Estado de Jalisco, México.
Considering the huge boom that the integration of ethical notions in college education has had in universities around the world, this work is a research about this process in Mexico’s National Tech (TecNM). It specifically looks into the training of teachers who teach the Ethics Workshop subject in the TecNM, given its traditional vocation to train almost exclusively engineers. Through a nationwide survey of the areas responsible for assigning teachers who teachthe subject in question, it turns out that only 68% of these teachers have a related profile or have been trained to teach the Ethics Workshop. This shows that it is necessary to implement some strategy to improve the training of these teachers, and thereby reaffirm the importance of integrating ethical notions in the training of engineering students of the TecNM.
