El presente artículo propone analizar el marco normativo existente, enfocando la mirada en las mujeres, y las políticas públicas que a ellas son destinadas. El período 2003-2020 remite a uno de los avances en políticas sociales y ampliación de derechos. Comenzar en 2003 refiere a la conformación de un nuevo proyecto político, donde se destaca la inclusión social, la recuperación del mercado de trabajo, la generación de empleo (en cantidad y calidad) y, lo que este trabajo busca destacar; ampliación de derechos para las mujeres a través de leyes y programas con mirada transversal y multidimensional (salud, sexualidad, educación, violencia).
El presente artículo se desprende de una investigación colectiva más amplia, que se llevó adelante desde el Programa Sociedad, Cultura y Religión del CEIL-CONICET, en el marco del PUE Familias, durante el periodo de abril-julio del año 2020. Se realizó un relevamiento sobre las familias, los territorios y las cotidianidades en contexto de Aislamiento Social, Preventivo y Obligatorio (ASPO) de los sectores populares del Gran Buenos Aires. En total, se realizaron 22 entrevistas a mujeres residentes en el Gran Buenos Aires, con edades entre 22 y 61 años. Las mismas se concretaron mediante llamadas telefónicas, audios de WhatsApp y encuentros por Zoom, con el objetivo de conocer y comprender las particularidades emergentes en este contexto. Desde una perspectiva cualitativa, el objeto se centra en analizar cómo son percibidas por sus destinatarios las intervenciones estatales llevadas adelante durante el ASPO y de qué modos producen y estructuran modos de sentir. Siguiendo los aportes de Cena y Dettano (2020), se busca problematizar las maneras de percibir y sentir el mundo, observando si estas formas de vivencias se distancian o no de los lineamientos que las políticas enuncian como partes de sus objetivos.
