Kommentar 31.Öffentliche Hetzkampagnen und Moralpaniken gehen vorüber, ihre Wirkmächtigkeit bleibt. Jüngstes Beispiel: Thilo Sarrazin, der mit seinen rassistischen, menschenfeindlichen Äußerungen die bereits laufende Meinungsmaschinerie angefeuert hat. Diskriminierende Inszenierungen "sozialer Probleme" sind allgegenwärtig: "Verantwortungslose Unterschichtseltern", "faule Hartz-IV-Empfänger", "gefährliche Jugendliche" -wer mit derartigen Zuschreibungen versehen wird, hat immerhin eine Gewissheit: Er oder sie zählt nicht (mehr) zur sogenannten "deutschen Mehrheitsgesellschaft", die Menschenwürde wird antastbar. Hier individualisieren sich Ausgrenzungsprozesse, Menschen werden diskriminiert und es folgt der Ruf nach einer "konsequenten" Problemlösung. In diesem populistischen Klima ist eine kritische Soziale Arbeit gefragt. Stattdessen werden zunehmend Programme und Konzepte mit diskreditierender Stoßrichtung übernommen, "Defi zite", "Risiken" und "Problemverhalten" Einzelner diagnostiziert -mit dem Ziel ihrer Disziplinierung. Wo bleibt der Aufschrei Sozialer Arbeit, wo ihre Positionierung? Wo die (selbst)kritische Refl exion der Handlungspraxis? In der Öf-fentlichkeit fällt Soziale Arbeit durch Schweigen auf. Von einer lautstarken Problematisierung gegenwärtiger Verhältnisse, dem Verweis auf die Prozesse und Kontexte, die Ausschließung und Ungleichheit ermöglichen und stützen oder gar von einer Einmischung in politische Arenen ist Soziale Arbeit weit entfernt. Zugegeben, die Verhältnisse verleiten zur Anpassung: Programme bringen Geld (für Projekte und den Erhalt prekärer Arbeitsplätze im sozialen Sektor), Innovation (für Image und Anerkennung) und versprechen Wirkung (für Erfolg und Fortbestand Sozialer Arbeit). Das scheint bitter nötig, denn Soziale Arbeit, auch das zeigt die öffentliche Diskussion, steht unter Legitimationsdruck. Da wird der "sanfte Kurs" einer "Kuschelpädagogik" angeprangert, Fachkräfte werden als "SozialromantikerInnen" und "Toleranz-Apostel" tituliert und es wird öffentlich über ihre Überforderung räsoniert. Wer die Praxis kennt, wer sich mit Studierenden und Lehrenden unterhält und die Fachliteratur verfolgt, spürt Ratlosigkeit: Fachkräfte arbeiten unter prekären Bedingungen, bei zunehmenden Notlagen ihrer AdressatInnen. Viele sind frustriert oder ausgebrannt; BerufsanfängerInnen erleben z.T. einen "Praxisschock", der nicht etwa dem unvermeidlichen "Sprung" ins konkrete Handeln entspringt, sondern dem Erleben, dass die im Studium gelernte Professionalität in der Praxis nicht nur unmöglich, sondern vielfach nicht einmal gewollt ist. Zu mächtig scheint die Umklammerung der Ökonomie, müßig, gar riskant eine Gegenwehr. Aus den eigenen Reihen sieht sich Soziale Arbeit mit dem Vorwurf konfrontiert, sie lasse sich Aufgaben und Ziele diktieren, übernehme unrefl ektiert fachfremde Konzepte und stolpere in naiver Realitätsgläubigkeit einer Verwertungslogik hinterher. Stets Imagegewinn und Anerkennung ersehnend, und doch nicht mehr als eine unter dem Deckmantel der "Dienstleistung" agierende Erfüllun...
