Con base en la revisión exhaustiva de los programas de gobierno en materia científica, el artículo analiza la configuración histórica de las estructuras de implementación de las políticas de ciencia, tecnología e innovación (CTI) en América Central entre 1979 y 2020, desde una perspectiva de ciencia, tecnología y sociedad (CTS). Este estudio exploratorio utiliza el análisis de redes de política pública para identificar los componentes de intervención diseñados en los programas nacionales de política científica y, a partir de un enfoque cíclico, propone una tipología basada en evidencia para la síntesis de los sectores y actores involucrados en las etapas de implementación. Para concluir, se resaltan algunas tendencias principales para la región centroamericana en materia de políticas CTI y se plantean algunos desafíos y dificultades para la reconstrucción diacrónica de redes de política pública con intención comparativa.
Resumen: Mediante el análisis de los informes financieros de la Federación de Estudiantes de la Universidad de Costa Rica (FEUCR) a lo largo de la década de 1960, se demostrará que el contexto de expansión de las matrículas universitarias de ese decenio junto a importantes transformaciones en la estructura organizativa y económica de la federación permitieron una mayor participación del estudiantado en la opinión pública, al permitirles costear publicaciones periódicas, actividades de carácter ideológico como los congresos estudiantiles, publicaciones en prensa y proyectos de acción social, que sentarían las bases económicas para una mayor participación juvenil en la esfera pública.
El presente artículo pretende realizar un primer acercamiento al enfoque de evaluación presente en el contenido de las políticas científicas de América Central desde una perspectiva comparada y alternativa al tradicional análisis cienciométrico. Su objetivo general es analizar el enfoque de la evaluación presente en las políticas científicas de América Central para el periodo 1980-2020. Posee un doble alcance exploratorio y descriptivo, para lo que parte de una aproximación metodológica basada en el análisis de contenido de políticas públicas, a partir de la clasificación de evaluación en ciencia y tecnología desarrollada por Albornoz (2003), presentando los resultados de la propuesta con perspectiva comparada. Concluye la importancia de prestar una mayor atención a la dimensión declarativa (contenido) de las políticas científicas en el sentido de complementar y hasta mejorar las lecturas centradas en indicadores de desempeño en el área CTI. Los resultados se toman como pautas iniciales para la futura generación de hipótesis y el diálogo con literatura especializada sobre evaluación en políticas científicas.
En el presente artículo se argumenta que la difusión de ideas sobre las relaciones entre ciencia, tecnología y sociedad en América Central se enmarca en procesos de transnacionalización impulsados por organismos regionales, tanques de pensamiento y organizaciones no gubernamentales. A esta afirmación se llega a partir del análisis de documentos oficiales y del estudio de las redes transnacionales producto de la difusión de estas ideas en América Latina. Durante el auge del desarrollismo cepalino en la región, el Instituto Centroamericano de Investigación y Tecnología Industrial (ICAITI) fue un actor clave en la inserción del pensamiento latinoamericano en ciencia, tecnología y sociedad. El ICAITI junto con la cooperación externa patrocinada por las potencias occidentales sentaron las bases para el desarrollo de políticas científicas en América Central. Debido a situaciones internas y externas, ese modelo de desarrollo encontró sus límites hacia la década de los 80, y ello marcó el fin del instituto. No obstante, entre los años 80 y los 90 con la liberalización de las economías centroamericanas y la reestructuración de la institucionalidad de las ideas sobre ciencia, tecnología y sociedad en la región, otra serie de actores transnacionales lograron insertase con éxito en los diferentes proyectos de políticas científicas, impulsando un enfoque que llega hasta nuestros días: la visión economicista y neoliberal de la cuestión tecnológica.
