Discute-se neste artigo o marco conceitual, as origens e as perspectivas sociais de afirmação de um novo paradigma de gestão das águas: o gerenciamento integrado ou sustentável dos recursos hídricos. Baseado na racionalização do uso da água (mediante o planejamento integrado e participativo de bacias hidrográficas), no gerenciamento da demanda, na proteção aos mananciais e na conservação dos recursos hídricos, este novo paradigma vem se delineando a partir de uma crítica aprofundada ao modelo predatório de exploração da água que prevaleceu no passado.
O texto procura analisar o papel potencial que a iniciativa privada pode desempenhar atualmente no abastecimento de água e no esgotamento sanitário das cidades brasileiras, podendo tanto contribuir para melhorar a qualidade e expandir a oferta dos serviços, como para aumentar a exclusão dos mais pobres, à luz de três estudos de caso sobre "privatizações" ocorridas neste setor na região sudeste: a concessão dos serviços de água e esgotos de Limeira (SP), Niterói (RJ) e cinco cidades fluminenses que integram a área principal da chamada Região dos Lagos a grupos privados nacionais e estrangeiros. Busca-se analisar as conseqüências da privatização sobre a qualidade, o alcance social, os custos e o impacto ambiental destes serviços, enfatizando os arranjos institucionais e os mecanismos de regulação que permitem (ou não) aos poderes públicos e à sociedade exercer algum grau de controle sobre o desenvolvimento do setor durante a vigência da concessão. Os estudos de caso, comparados entre si e com experiências internacionais recentes, apresentam resultados ambivalentes, que permitem estabelecer alguns limites e condições para a sustentabilidade social, econômica e ambiental do envolvimento de operadores privados neste setor nos países em desenvolvimento.
RESUMOCom base na literatura especializada e na pesquisa de algumas fontes primárias, o texto examina os contrastes e as aproximações na trajetória das políticas de saneamento pró-mercado implantadas no Brasil e na Argentina durante os anos 1990, procurando entender como políticas semelhantes, adotadas em conjunturas similares, tiveram alcance e resultados tão diversos, à luz das noções de "capital social" e "dependência da trajetória". ABSTRACTThis paper analyzes how and why practically the same pro-market water and sanitation policies adopted by Argentina and Brazil during the 1990s have attained contrasting results and impact in each country. It argues that those differences may be largely explained by the notions of "path dependence" and "social capital" related to historical policy choices made in this field at the national level.
