Este artigo teve como objetivo descrever como ocorre o processo de mapeamento de competências das instituições da Rede Federal para a elaboração do Plano de Desenvolvimento de Pessoas. Por meio de uma pesquisa qualitativa, após o envio de perguntas abertas aos gestores responsáveis pelo processo, foi realizada a análise de conteúdo das respostas. Como resultado foi identificado o uso de questionários e planilhas eletrônicas para mapeamento das competências individuais. De modo geral, as instituições não utilizam material específico para divulgação do PDP, o que pode ter refletido na falta de engajamento dos servidores em participar da elaboração. Conclui-se que ainda há um caminho a ser percorrido no sentido de aprimorar os métodos utilizados pelas instituições, de modo a garantir maior consistência e alinhamento estratégico dos planos elaborados.
A Gestão por Competências Alternativas é considerada um modelo gerencial às organizações utilizadas, pois contempla metodologias diferenciadas, variando de competências estratégicas organizacionais e individuais). Este artigo teve como objetivo analisar o cenário atual das publicações sobre GC na base Scopus. Por meio da análise bibliométrica em uma amostra de 263 artigos, foram extraídos os indicadores para discussão, além da leitura de 7 estudos publicados recentemente para identificação da agenda de pesquisa. Como resultados foi identificada uma tendência ascendente nas publicações sobre GC, mas com maior concentração nos anos de 2011, 2015, 2016 e 2021. Verificou-se também que o Brasil possui o maior volume de pesquisas, embora o continente europeu tenha se destacado em produtividade por universidades afiliadas. De modo geral, as pesquisas vêm sendo realizadas por meio de cooperação interna dos países e com elevado número de pesquisadores que publicaram apenas um artigo. A análise temática demonstrou abordagens da GC na área médica, na formação profissional de estudantes e na estratégia organizacional. A agenda de pesquisa demonstrou lacunas voltadas à ampliação das amostras, períodos e variáveis utilizadas, além dos impactos que essa abordagem pode causar nos negócios das organizações. Conclui-se que GC ainda é um tema em constante expansão, relacionando-se principalmente a períodos de mudanças no contexto socioeconômico.
Este artigo teve como objetivo analisar as publicações sobre Gestão por Competências no setor público. Por meio de uma metodologia qualitativa, foi realizada uma revisão bibliográfica de 13 estudos na Scopus. Como resultados foi identificado maior enfoque dos pesquisadores em cargos de gestão, no sentido de identificar competências existentes e lacunas de aprendizagem. O Brasil se destacou com maior número de estudos, além de ter o primeiro indexado na base. Observou-se também uma tendência de pesquisas na área da saúde, demonstrando ser uma área com maior tendência ao amadurecimento das práticas de GC. A abordagem qualitativa foi mais utilizada pelos autores como forma de avaliar mais profundamente quais competências são necessárias ao desempenho profissional. As lacunas percebidas demonstram a necessidade de estudos futuros que contemplem diferentes contextos e organizações. Como barreiras na implementação da GC, os autores pontuaram a burocracia excessiva, cultura organizacional e falta de infraestrutura física e tecnológicas necessárias. Conclui-se que GC tem ganhado espaço no setor público, no entanto ainda é um tema que necessita de maior expansão.
