The budget dispute between Italy and the European Commission in 2018 gave new impetus for the debate about the reliability of output gap estimation methods and their use for calculating structural budget balances. In this paper we review the main properties of the mainstream approaches and compare their performance with structural budget balances, whose calculation is based on a business survey. Our main result is that while the surveybased measure is highly correlated with the existing structural budget balances which are calculated based on some estimates of the output gap, it is significantly less revised over time and almost unbiased. Moreover, the survey-based measure could be easily implemented into the existing EU fiscal rules without any major changes.

Die im Rentenversicherungsbericht 2020 vorgelegten Projektionen der Rentenanpassungen der kommenden Jahre sind auf den ersten Blick überraschend. Nach einer De-facto-Nullrunde im laufenden Jahr folgt nach aktuellen Prognosen in den alten Ländern eine Rentenerhöhung von 4,8 % im Jahr 2022 und 3,2 % im darauffolgenden Jahr. 2024 folgt dann wieder eine Nullrunde. Die Abfolge von prognostizierten Nullrunden und Rentenanstiegen basiert dabei nicht auf Schwankungen der makroökonomischen Rahmendaten, die für die Berechnungen im Rentenversicherungsbericht angenommen werden. Sie entstehen vielmehr im Zusammenspiel mit den gesetzlichen Regelungen zur Rentenanpassung. Für das laufende und kommende Jahr gehen sie vor allen Dingen auf die Lohnkomponente der Rentenanpassungsformel zurück. 1 Dieser Beitrag präsentiert einen Vorschlag zur Anpassung der Lohnkomponente, der das Auf und Ab der Rentenanpassungen abschwächen würde. 2 Die Rentenanpassungsformel setzt sich aus drei Termen zusammen:wobei aRW t den aktuellen Rentenwert und das Subskript das aktuelle Jahr bezeichnet. Der Riesterfaktor mindert Rentenerhöhungen und der Nachhaltigkeitsfaktor berücksichtigt das Verhältnis von Rentner:innen und Beitragszahler:innen. Die Lohnkomponente soll dafür sorgen, dass die Rentner:innen an den Steigerungen der beitragspfl ichtigen Einkommen pro Beitragszahler:in teilhaben:
ZusammenfassungDerzeit wird in der EU und Deutschland diskutiert, wie die Fiskalregeln zukünftig ausgestaltet sein sollen. Ein Punkt ist dabei die Berechnung des strukturellen Finanzierungssaldos. Fünf Kriterien sind wichtig, die strukturelle Salden erfüllen sollten. Die Revisionen, die sich aus dem bestehenden Produktionsfunktionsansatz ex post ergeben, zeigen die Revisionsproblematik auf. Ein umfragegestützter Ansatz kann diese Problematik deutlich entschärfen.
