Among many legal processes and political issues that hinder the Land Regularization of informal urban settlements, the delay in the production of technical documents (blueprints and descriptive memorials) and the number of errors in the systematization of information stand out. Thus, this work presents an information design methodology, aiming to optimize the documentation process through Geographic Information Systems (GIS). As a result, there was an average reduction in the production time of blueprints and memorials when compared to previous experiences of standard documentation. Errors that were still persistent were found exactly in processes that were not yet automated and needed a certain degree of mechanization. Therefore, even though the legal and political challenges seem insurmountable and need to be on the agenda, it is important to project possibilities for the technical barriers to the regularization of informal settlements, to which information design can contribute.
Os textos que se inscrevem nesta obra, procedentes de pesquisadores e pesquisadoras dos dois coletivos que a conceberam e foram convocados por chamada geral para a edição, abordam o Direito Urbanístico a partir de uma perspectiva crítica, como um campo do pensamento e da prática jurídica vocacionado às transformações sociais e urbanas necessárias para a efetivação dos direitos reivindicados pelo povo e pelos movimentos sociais, sejam eles reconhecidos pelo Estado e pelos organismos internacionais, sejam eles direitos formulados na vida social e ainda em processo de legitimação e de reconhecimento pelas diferentes institucionalidades. Na parte I, busca-se apresentar a relação entre a teoria de O Direito Achado na Rua e o conjunto de princípios, normas e fundamentos históricos e sociais do Direito Urbanístico no Brasil. Os textos aqui reunidos buscam fazer uma interface entre os fundamentos teóricos que lastreiam o Direito Urbanístico e O Direito Achado na Rua. Na parte II, estão concentrados textos que aportam reflexão e análise sobre o direito à cidade em seu aspecto teórico e prático, como núcleo fundante e paradigma do Direito Urbanístico. Os textos reunidos nesta parte II são aqueles que, de forma mais aprofundada, propõem uma reflexão sobre esse direito, seja a partir da matriz lefebvriana, seja a partir da crítica de outros autores e também da práxis dos movimentos sociais. Na parte III, os textos reunidos abordam formas concretas de lutas e experiências sociopolíticas que buscam efetivar o direito à cidade a partir das mais diversas óticas. Na parte IV, estão reunidos textos que avaliam criticamente a experiência da construção e efetivação do marco jurídico-urbanístico no Brasil, a partir da Constituição de 1988 e do Estatuto da Cidade. A parte V reúne alguns documentos históricos de difícil acesso. Assim, além dos documentos produzidos na escala nacional e internacional que refletem o processo social e político de construção do Direito Urbanístico no Brasil e no mundo, selecionamos, a título exemplificativo, documentos produzidos na escala local, a fim de demonstrar a interconexão e influência recíproca entre diferentes escalas de produção de direitos.
