Le but de cet article est d’examiner le contexte de la relation universitéentreprise au Cameroun pour en déduire les traits caractéristiques. Utilisant les informations issues des sources documentaires et les données statistiques obtenues à l’INS et certains ministères, il est conclu que les universités sont confrontées aux problèmes d’ordre managérial, financier, socioculturel, infrastructurel et économique qui empêchent l’éclosion d’une relation efficace avec les entreprises, l’esprit de créativité et l’impulsion de l’entrepreneuriat scientifique. Comme solution, il est suggéré l’élection des dirigeants des universités pour rendre l’université effectivement autonome et éradiquer les lourdeurs administratives. L’augmentation des budgets des universités est suggérée pour réduire les déficits infrastructurels et en matériels didactiques ; ce pour améliorer la qualité de formation et encourager l’esprit de créativité. L'objectif de cet article est d'identifier les facteurs qui inhibent les efforts gouvernementaux qui concourent au développement de l'entrepreneuriat scientifique au Cameroun. La mobilisation des sources documentaires et les données statistiques obtenues à l'Institut National de la Statistique (INS) et dans certains ministères ont permis de conclure que l'objectif de développement de l'entrepreneuriat scientifique au Cameroun est inhibé à la fois par un difficile environnement social, institutionnel, structurel et économique. Pour réduire ces freins, il est premièrement suggéré au gouvernement d'actualiser le Plan Directeur de la recherche existant, dans le but d'identifier et de circonscrire les domaines prioritaires de la Recherche pour le développement du pays ; deuxièmement d'élaborer des stratégies visant à vulgariser auprès des populations la culture de la science, de la technologie et de l'innovation ; troisièmement de mettre en place une structure d'intermédiation entre la recherche et le monde des entreprises pour favoriser la valorisation industrielle et commerciale des résultats scientifiques et technologiques; et enfin accroitre la capacité des institutions de formation et de recherche en infrastructures pédagogiques et d'accueil. ABSTRACT. The objective of this paper is to identify factors that inhibit government efforts that contribute to the development of scientific entrepreneurship in Cameroon. The mobilization of documentary sources and the statistical data obtained from the National Institute for Statistics (INS) and certain ministries have made it possible to conclude that the objective of developing scientific entrepreneurship in Cameroon is inhibited by a combination of a difficult social, institutional, structural and economic environment. To reduce these obstacles, it is firstly suggested that the government update the existing Research Master Plan with the aim of identifying and circumscribing the priority areas of research for the development of the country, secondly to develop strategies aimed at popularizing the culture of science, technology and innovation among the population; thirdly, to set up an intermediation structure between research and the business world to promote the industrial and commercial promotion of scientific and technological results; and finally to increase the capacity of training and research institutions in educational and reception infrastructures. Cet article interroge l’impact des politiques de régulation de l’activité artistique sur la fonction de gain des opérateurs de l’industrie musicale. Parmi les 228 artistes de la base de données utilisée, seuls 36,07 % affirment qu’ils sont satisfaits de leur gain. 35,15 % sont affiliés à la Société civile de gestion des droits d’auteurs, 26,48 % reçoivent des subventions et 54,39 % exercent dans l’informel. Après implémentation d’un modèle probit, il ressort que ces politiques ont des effets mitigés sur la fonction de gain des artistes. Cette conclusion corrobore les arguments des auteurs qui sont contre l’intervention de l’État dans le marché de l’art. Ce résultat contredit l’opinion des auteurs qui prônent le soutien public de l’État envers les artistes. Classification JEL : H20, H42, K11, K23, L51
