This article analyses how Nazi Germany exploited France, which – from an economic point of view – was the most important occupied country during the Second World War. We can show that, in contrast to the conventional wisdom, there was no clear-cut caesura in Germany’s policy of exploiting occupied France – not in the extent of the exploitation in real terms or in the kind of policy toward occupation funds. Although the war in the East and preparations for the invasion made it necessary for Germany to reduce wasteful spending of occupation funds and combat French inflation more consistently, its occupation policy did not shift radically but gradually between mid 1942 and the end of 1943. However, it was not Albert Speer’s Armament Ministry, but other German institutions, especially the Reich Finance Ministry, which played a decisive role in this process. Without this policy Germany would not have been able to increase the French contribution to the German warfare all over Europe, especially on the Eastern front.
Sidney Pollard kann als der Begründer der jüngeren Forschung zur regional bezogenen wirtschaftlichen Entwicklung gelten.' 1973 rückte er die Industrialisierung als regionales Phänomen in den Vordergrund, das einerseits über nationale Grenzen hinausgriff und andererseits innerhalb dieser Grenze räumlich ungleichzeitig vor sich ging, weil manche Gebiete vom Industrialisierungsprozess nicht erfasst wurden oder sich gar deindustrialisierten, d.h. ihren gewerblichen Besatz aus vorindustrieller Zeit verloren. Diese Aspekte griffen Rainer Fremdling, Toni Pierenkemper und Richard H. Tilly auf, die 1979 in der Einleitung des Sammelbandes zur Tagung "Integration versus regionale Differenzierung im 19. Jahrhundert" forderten, die regionale Differenzierung zu einem Schwerpunkt der Untersuchung des deutschen Industrialisierungsprozesses zu machen. 2 Die Autoren schlugen auch zwei Konzepte zur Umgrenzung des entscheidenden Begriffs der Region vor. Deren Definitionsansätze waren zum einen das Homogenitätsprinzip (das Definitionsmerkmal ist gleichmäßig im Raum verteilt) und zum anderen das Interdependenzprinzip (die Beziehungen untereinander stehen im Vordergrund); 3 diese werden im Folgenden aufzugreifen sein. Seit den frühen achtziger Jahren gewann das Paradigma des regionalen Ansatzes in der Erforschung der Industriellen Revolution Deutschlands an Gewicht. 4 Doch nicht nur für die Erforschung der Industrialisierung war der Regionenbegriff wichtig. Zeitlich parallel zu den genannten Veröffentlichungen gewann er im Rahmen der Entwicklung der Theorie der Protoindustrialisierung an Bedeutung. Bereits die frühesten Studien zum extensiven gewerblichen Wachstum in vorindustrieller Zeit, wie diejenige Mendels' zu Flandern, 5 wählten die regionale Perspektive. In dem deutschsprachigen Grundlagenband zur Protoindustrialisierung griff dies 1978 Koautor Peter Kriedte auf, indem er von "proto-industriellen Zonen" schrieb, die sich "aus ihrer agrarischen Umwelt" heraushoben. 6 Diese Zonen seien auf überregionalen Absatz orientierte "ländlich verdichtete Produktionsgebiete", die "in einer großen Zahl von Regionen" entstanden. 1 Somit wurden sie als Teile einer Region, die offensichtlich als politisch definiertes Territorium gedacht war, verstanden. Zwar werden die Zonen von "den ihnen benachbarten Agrarlandschaften" abgegrenzt, doch eine Definition der protoindustriellen Region als wirtschaftliche Einheit wird hierbei nicht geleistet.
