Résumé Aux débuts des années 70, l’immigration de travail atteint son pic en Europe de l’Ouest. Face à d’immenses problèmes sociaux, à la fois la Commission et les États ont réalisé qu’une solution efficace aux problèmes migratoires ne se trouverait que dans la coopération et l’échange. Cet article décrit les efforts de la Commission pour s’afficher comme un acteur dans les politiques d’immigration en harmonisant les politiques nationales d’immigration. Partant du principe que les États ne veulent pas transférer leur souveraineté dans ce domaine, cet article analysera comment ils prirent leurs avancées comme action concertée et réduisirent à néant les efforts de la Commission.
