This article compares the results of surveys from the 1980s, the 1990s, and the first decade of the twenty-first century in an attempt to understand the evolution of the professional values of unionized journalists at French-language news organizations in Québec during this period of media convergence and rapid technological change. In addition to tracing Québec journalists’ professional values over time, the article examines whether journalists working for different media corporations had different values.RÉSUMÉ Dans cet article, les auteurs comparent les résultats d’enquêtes menées dans les années 1980, 1990 et en 2007 afin de comprendre l’évolution des valeurs professionnelles chez les journalistes syndiqués des entreprises de presse francophones au Québec, dans un contexte de convergence médiatique et d’importantes transformations technologiques. En plus de faire le suivi des valeurs professionnelles chez les journalistes québécois au fil des décennies, la présente contribution vérifie si les journalistes qui travaillent pour différents conglomérats médiatiques ont des valeurs différentes.
In 1992, the Société Radio-Canada (SRC), French network of the Canadian Broadcasting Corporation, created an Office of the Ombudsman, mandated to address public complaints concerning journalistic practices. This article proposes first to better define the concept of journalistic accountability. After presenting a history of this function and giving an account of its relative scarcity, it describes the model of accountability set up at the SRC as revealed through an analysis of the annual reports from 1992-93 to 2000-01. Then it draws up a preliminary summary of the evolution of this form of journalistic self-regulation at the SRC.
Résumé : Depuis 1992, la Société Radio-Canada (SRC) s'est dotée d'un Bureau de l'ombudsman qui a le mandat d'enquêter sur les plaintes du public concernant les pratiques journalistiques. Le présent article propose d'abord de mieux définir la notion d'imputabilité journalistique. Après avoir dressé un historique de cette fonction et rendu compte de sa rareté relative, il décrit le modèle d'imputabilité mis en place à la Société Radio-Canada tel que le révèle une analyse des rapports annuels de 1992-93 à 2000-01. Enfin, il dresse un premier état des lieux de l'évolution de cette forme d'autorégulation journalistique à la SRC.
