<span style="font-family: Helvetica; font-size: xx-small;"><span style="font-family: Helvetica; font-size: xx-small;"><p align="left">En México se logró la liberalización política, pero sólo se avanzó en la fase primera de la transición, la alternan ia en el 2000. Las reformas desde 1997 han tenido poco éxito, propiciando nuevas distorsiones. El artículo propone que el problema no está en sólo el ámbito institucional, éste sólo lo reproduce, lo que falta es plantear adecuadamente el modelo para construir la representación y su soporte, nuevas formas de organización y participación ciudadana.</p></span></span>
El propósito de este artículo es reflexionar acerca de los elementos esenciales que configuran las relaciones Estado-sociedad. Para ello se hace una caracterización general del Estado mexicano y se analizan sus relaciones con la sociedad. Se sostiene que la politización de las organizaciones de damnificados es un resultado del tipo de respuesta gubernamental a sus demandas. La conclusión general señala que los sismos y el proceso de reconstrucción evidenciaron la crisis de los mecanismos de la relación entre gobierno y sociedad.
