Zwar werden solche und andere Aktivitäten künftig kaum eine Lösung fundamentaler Probleme der Arbeitsgesellschaft herbeiführen könnendagegen spricht schon die geringe Anzahl der Bürgerstiftungen, ihre lokal begrenzten Tätigkeitsfelder, schließlich auch die finanzielle Abhiingigkeit vieler Organisationen des Dritten Sektors von öffentlichen Geldern; man kann aber argumentieren, daß es sich hierbei um konkrete Ausformungen einer Gemeinwohlorientiening handelt, die auf ein nach wie vor vorhandenes Potential der Bürgergesellschaft verweisen. Denn der Gemeinsinn oder Bürgersinn zeigt sich überall dort, wo "Privatinitiative erblüht und die schwere Hand des Staates durch die handwerkliche Finesse und die Ideen der Bürger komgiert wird".' Dieser Satz gilt nicht nur für die Gegenwart, sondern mehr noch für das "bürgerliche" 19. Jahrhundert. Das Unpolitische als vermeintlich grundlegender Charakterzug der Kultur des Bürgers zeigt dabei stets nur die eine Seite der Medaille. Blickt man auf die andere, bislang in der historisch-sozialwissenschaftlichen Diskussion eher vernachlässigte Seite, dann wird eine in der Geschichte der Modeme durchgängig vorhandene, je nach Staatsverfassung anpassungs-und wandlungsfähige Tradition des Stiftens im Bürgertum sichtbar. Diese Tradition entwickelte sich im Verlauf dieses Jahrhunderts mehr oder weniger distanziert vom Staat, selten aber völlig ohne dessen Einfluß. Es lohnt sich deshalb, die Elemente gemeinwohlorientierten Handelns in der Geschichte aufzusuchen und vor dem Hintergrund jeweils zeittypischer Vorstellungen vom Gemeinsinn zu ana~~sieren.~ Schließlich ist es unbestritten, daß Gemeinwohlpostulate keine universale Gülti keit d: beanspruchen können, sondern vielmehr dem historischen Wandel unterworfen sind. Der im politischen Denken der Frühen Neuzeit als Rechtfertigung staatlicher Ordnungsmacht und als stadtbürgerliclie Pflicht zum Engagement für die Gemeinde doppelt verfaßte Gemeinwohlgedanke erlebte im späten 18. Jahrhundert unter dem Einfluß der Ideen der Aufklärung eine Neuinterpretation. Zunächst wurde in der Popularphilosophie der deutschen Spätaufklärung unter "Gemeinsinnu allgemein die ultima ratio des auf Erfahrung gegründeten ,,gesunden Menschenverstands" erstanden.^ Doch im frühen 19. Jahrhundert zeichnete sich ein grundlegender semantischer Wechsel ab. Mit der Herausbildung neuartiger Verkehrsformen im Rahmen der bürgerlichen Öffentlichkeit (besonders der Vereine) und der darin angestrebten Vermittlung von allgemeinen mit partikularen Interessen wurde, etwa bei Karl von Rotteck, der alte republikanische Tugendbegriff Gemeinsinn reaktiviert und dem Bürgertum inkorporiert. Im frühliberalen Ordnungsmodell sollte der auf Bildung gegründete Gemeinsinn als soziomoralische Ressource seine dynamisierende Wirkung entfa~ten.~ Und noch am Ende des 19. Jahrhunderts galt diese "uneigennützige Hingebung an das Gemeinwesen von seiten des Einzelnen" als "die eigentliche Bürgerfugend, ohne die nichts Großes durch ein Gemeinwesen geleistet werden kann."9
