Este artículo realiza una interpretación teórica crítica de las cadenas globales de valor, entendidas como una relevante herramienta para el análisis de los procesos de globalización, no sólo a nivel académico sino a nivel institucional, a partir de la formulación de estrategias de desarrollo promovidas por gobiernos y organismos internacionales en el Sur Global. Teniendo en cuenta la evolución del concepto a partir de una perspectiva comparada con la teoría del sistema-mundo que le diera origen, se destacan las debilidades fundadas tanto en aspectos ligados al distanciamiento respecto de dicha teoría, como en los limitantes que surgen producto de la plataforma teórica que ambas comparten. Las restricciones para comprender la inalterada recreación de la estructura jerárquica y desigualadora del capitalismo, y los divergentes escenarios al interior del Sur Global, emergen como los limitantes teórico-empíricos más importantes. En este sentido, el trabajo concluye subrayando algunos desafíos orientados a superarlos.
La periferia del sistema mundo – que denominamos en este trabajo "Sur Global" – ha experimentado un salto en su dinamismo durante la última década, liderado por un grupo de países, con epicentro en el Este asiático, convertidos en los principales dinamizadores del sistema. Ante la advertencia de ese particular contexto, y desde una perspectiva centralmente comparativa de las dinámicas de América Latina y el Este de Asia, en el presente trabajo se exploran algunos elementos que procuran dar cuenta del alcance de esa irrupción en cuanto a su potencialidad de alterar la estructura del sistema mundial y las posibilidades que, en dicho escenario, se abren para el desarrollo de la periferia latinoamericana.
El enfoque de Cadenas Globales de Valor ha logrado posicionarse en la actualidad como el nuevo paradigma de desarrollo. Si bien gran parte de la literatura perteneciente a este enfoque ha tendido a relativizar el rol del Estado en las estrategias de desarrollo, recientemente ha emergido un mayor interés por recuperar su accionar en este ámbito. La discusión de la estatidad y sus roles en el enfoque de cadenas se ha nutrido, asimismo, de contribuciones que recuperan perspectivas estado-céntricas del desarrollo en la economía capitalista contemporánea. Este trabajo busca examinar las implicancias que tiene la reconsideración del Estado en el enfoque de cadenas y las potencialidades y/o limitaciones que presenta para viabilizar procesos de cambio estructural en los países periféricos.
A partir de la recuperación de los principales conceptos del estructuralismo latinoamericano, este trabajo busca poner en discusión las potencialidades y limitaciones del nuevo paradigma de desarrollo de la actualidad, el enfoque de cadenas globales de valor, que desde comienzos de este siglo ha tenido una importante influencia tanto en la comunidad académica como en los organismos internacionales. Para ello, se analiza la agudización de las características periféricas de las estructuras productivas latinoamericanas de las últimas décadas, asociadas a su inserción en las redes de producción global y se contrastan con las experiencias exitosas de transformación estructural que en este mismo escenario han podido consolidar algunos países de Asia del Este. De dicho análisis se desprenden elementos para repensar la importancia de la industrialización para el desarrollo y las políticas necesarias para impulsarla en el actual escenario de cadenas globales de producción.
