The transfer of authority from the district/city government to the provincial government has had major implications in the governance of SMA/K education, as well as what happened in the Bangka Belitung Islands Province. The dilemma as a result of the policy surfaced accompanying the transfer of authority. By using descriptive qualitative method, this study evaluates the policy of the transfer of authority in question. This study found several important things. First, the transfer of authority to manage SMA/K from the district/city government to the provincial government has proceeded well. This is indicated by the transfer of all management authority of SMA/K from the district/city government to the provincial government. Second, there are two main factors in the process of transferring authority, namely supporting factors and inhibiting factors that drive the dynamics in the transfer of authority process. Third, in overcoming the obstacles that arise and taking advantage of the available support, the provincial government has taken several important roles as problem-solving steps. Based on the analysis using the policy evaluation criteria, it is concluded that in terms of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy, the transfer of authority for the management of SMA/K is considered feasible because this policy has substantially encouraged changes for the better, although in each criterion There are some important notes that should be noted.
Research related to poverty alleviation models for fishermen has been widely carried out. However, models involving female fishermen have not been thoroughly investigated. This article explores the public policy management model in alleviating poverty in fishermen by involving female fishermen. In this study, the researchers employed the descriptive-qualitative method with a documentation study by reviewing the results of relevant previous studies. The collected data were analyzed using an inductive approach to social phenomena related to female fishermen. Results showed that: (1) poverty in fishermen was caused by the low monthly income, the use of traditional fishing gear, the lack of corporate effort, and the low level of education of fishermen; (2) the ineffectiveness of poverty alleviation policies, among others, were caused by inaccurate program targets, being not in line with objectives, administrative problems, resource problems, misuse of assistance, the lack of socialization, inaccuracies of data, the low commitment of program participants, education level of program participants, low community participation, and lack of technical performance of program management; and (3) the right model for alleviating poverty in fishermen with the concept of women’s empowerment is through business development in the form of the establishment of cooperatives for female fishermen. Therefore, affirmative action is needed for the management of the cooperatives so that these female fishermen can manage their businesses more efficiently and productively through an empowerment model by collaborating with local governments, universities, and private sectors/companies. The local government may provide a series of training and assistance for the management of the cooperative, while the private sector reinforces managerial, production, and marketing aspects. Furthermore, universities can implement their Tri Dharma of higher education by helping the government and cooperatives managed by female fishermen, thereby improving the fishermen’s family economy. This research was motivated by the central government's program, namely the creation of e-KTP for all Indonesian citizens. As a form of public service, people want fast and satisfying services. Meanwhile, the reality of the services received by the community is far from what was expected, and the low quality of e-KTP services such as the manufacture of e-KTP for days and the inadequacy of the devices used in serving. This research uses a qualitative-descriptive method, intended to provide an overview and analyze community services at the Pamenang District Office. Data were collected through questionnaires and interviews. The results showed that the quality of public services at the Pamenang Subdistrict Office was still not optimal, which can be seen from the guarantee of uncertain settlement, inadequate facilities and infrastructure, lack of attention and good response from employees, lack of responsiveness of employees and lack of information provided to the community regarding service procedures. The employees have also not been consistent in implementing the Pamenang Sub-district Decree Number 11 of 2020 concerning Standard Operating Procedures which aims to realize quality services.
Universitas Terbuka (UT) as an open and distance e-learning institution in Indonesia, has widely intensify the interconnectivity on international stages. UT adopts international academic standard and pave its vision “to provide access to a world quality higher education for all through open and distance higher education”. Although, most of UT students do not yet have access to adequate internet connection, UT has been a reference for other open education institutions and was acknowledged by the global community to have been succeeded in managing distance education system. By outlining the concept of education diplomacy creates an explanation that the growth of globalized educational collaboration increases the importance of conveying people-to-people engagement through e-learning education system. In previous years, UT has aimed the mission toward an ASEAN distance education collaboration and offer an Open Online Certificate Program through MOOC (Massive Open Online Courses). The aim is to share knowledge among Indonesian and its counterparts in ASEAN.
Pemalang Regency is one regent first trial national who establish e-verification and evoting on Pilkades simultaneously and in 2018 in 172 villages. Method observation during the pilkades found that with e-ID card e-verification followed e-voting in practice is strongly influenced by use of technology local electronic based and networks. This study found several challenges influence the pilkades simultaneously in Pemalang Regency 2018 years, namely a lack of socialization and simulation government, unpreparedness the community, community limited infrastructure and support. The lack of socialization resulted in the process e-verification and e-voting in this when no pilkades with different pilkades that uses paper ballots, the difference the result is issued rapidly as pilkades after. Unpreparedness the community in Pilkades for 55 % of 50 over years old still stutter technology, thus the voters from outside to guide chambered sound. Unstable electricity to every village has to provide generator, and the effectiveness of the moment the networks operate generator power lines fell deeply affect the smoothness of Pilkades. Because there needs to be cooperation with the stakeholders: the local government, the voters, the committee/Pilkades officers, BPPT and PT. INTI as developing technology, and PLN. In terms of chances, the Pilkades simultaneously in Pemalang Regency in 2018 has found that accuracy and speed the Pilkades, the efficiency of the funds and the time, the integrity of the committee, elector of the privacy of the voting booth well maintained. It means operational the contraints to be covered by the integrity committee/officers and security system of keeping the votes voters behind the voting booth.
