Anthropogenic sea-level rise (SLR) is predicted to impact, and, in many cases, displace, a large proportion of the population via inundation and heightened SLR-related hazards. With the global coastal population projected to surpass one billion people this century, SLR might be among the most costly and permanent future consequences of climate change. In this Review, we synthesize the rapidly expanding knowledge of human mobility and migration responses to SLR, providing a coherent roadmap for future SLR research and associated policy. While it is often assumed that direct inundation forces a migration, we discuss how mobility responses are instead driven by a diversity of socioeconomic and demographic factors, which, in some cases, do not result in a migration response. We link SLR hazards with potential mechanisms of migration and the associated governmental or institutional policies that operate as obstacles or facilitators for that migration. Specific examples from the USA, Bangladesh and atoll island nations are used to contextualize these concepts. However, further research is needed on the fundamental mechanisms underlying SLR migration, tipping points, thresholds and feedbacks, risk perception and migration to fully understand migration responses to SLR.
Mass migration is one of the most concerning potential outcomes of global climate change. Recent research into environmentally induced migration suggests that relationship is much more complicated than originally posited by the ‘environmental refugee’ hypothesis. Climate change is likely to increase migration in some cases and reduce it in others, and these movements will more often be temporary and short term than permanent and long term. However, few large-sample studies have examined the evolution of temporary migration under changing environmental conditions. To address this gap, we measure the extent to which temperature, precipitation, and flooding can predict temporary migration in Matlab, Bangladesh. Our analysis incorporates high-frequency demographic surveillance data, a discrete time event history approach, and a range of sociodemographic and contextual controls. This approach reveals that migration declines immediately after flooding but quickly returns to normal. In contrast, optimal precipitation and high temperatures have sustained positive effects on temporary migration that persist over one to two year periods. Building on previous studies of long-term migration, these results challenge the common assumption that flooding, precipitation extremes and high temperatures will consistently increase temporary migration. Instead, our results are consistent with a livelihoods interpretation of environmental migration in which households draw on a range of strategies to cope with environmental variability.
Minimizing the adverse consequences of sea-level change presents a key societal challenge. New modelling is necessary to examine the implications of global policy decisions that determine future greenhouse gas emissions and local policies around coastal risk that influence where and how we live.
Recent research suggests that sub-Saharan Africa will be among the regions most affected by the negative social and biophysical ramifications of climate change. Smallholders are anticipated to respond to rising temperatures and precipitation anomalies through on-farm management strategies and diversification into off-farm activities. Few studies have empirically examined the relationship between climate anomalies and rural livelihoods. Our research explores the impact of climate anomalies on farmers' on and off-farm livelihood strategies, considering both annual and decadal climate exposures, the relationship between on and off-farm livelihoods, and the implications of these livelihood strategies for agricultural productivity. To examine these issues, we link gridded climate data to survey data collected in 120 communities from 850 Ugandan households and 2,000 agricultural plots in 2003 and 2013. We find that smallholder livelihoods are responsive to climate exposure over both short and long time scales. Droughts decrease agricultural productivity in the short term and reduce individual livelihood diversification in the long term. Smallholders cope with higher temperatures in the short term, but in the long run, farmers struggle to adapt to above-average temperatures, which lower agricultural productivity and reduce opportunities for diversification. On and off-farm livelihood strategies also appear to operate in parallel, rather than by substituting for one another. These observations suggest that in order to sustain rural livelihoods, new strategies will be necessary if smallholders are to successfully adapt to climate change.
To date, projections of human migration induced by sea-level change (SLC) largely suggest large-scale displacement away from vulnerable coastlines. However, results from our model of Bangladesh suggest counterintuitively that people will continue to migrate toward the vulnerable coastline irrespective of the flooding amplified by future SLC under all emissions scenarios until the end of this century. We developed an empirically calibrated agent-based model of household migration decision-making that captures the multi-faceted push, pull and mooring influences on migration at a household scale. We then exposed ∼4800 000 simulated migrants to 871 scenarios of projected 21st-century coastal flooding under future emissions pathways. Our model does not predict flooding impacts great enough to drive populations away from coastlines in any of the scenarios. One reason is that while flooding does accelerate a transition from agricultural to non-agricultural income opportunities, livelihood alternatives are most abundant in coastal cities. At the same time, some coastal populations are unable to migrate, as flood losses accumulate and reduce the set of livelihood alternatives (so-called ‘trapped’ populations). However, even when we increased access to credit, a commonly-proposed policy lever for incentivizing migration in the face of climate risk, we found that the number of immobile agents actually rose. These findings imply that instead of a straightforward relationship between displacement and migration, projections need to consider the multiple constraints on, and preferences for, mobility. Our model demonstrates that decision-makers seeking to affect migration outcomes around SLC would do well to consider individual-level adaptive behaviors and motivations that evolve through time, as well as the potential for unintended behavioral responses.
Globally, rural livelihoods are increasingly challenged by the dual threats of land degradation and climate change. These issues are of particular concern in sub-Saharan Africa, where land degradation is believed to be severe and where climate change will bring higher temperatures and shifts in rainfall. To date, however, we know little about the relative effects of these various potential environmental stressors on migration. To examine these processes, we link longitudinal data from 850 Ugandan households with environmental data on soils, forests, and climate, and then analyze these data using approaches that account for potential spatial and temporal confounders. Our findings reveal that climate anomalies, rather than land degradation, are the primary contributor to environmental migration in Uganda, with heat stress of particular importance. Short hot spells increase temporary migration, an element of a diversified household livelihood strategy, while long-term heat stress induces permanent migration through an agricultural livelihoods pathway.
The persistence of childhood poverty in the United States, a wealthy and developed country, continues to pose both an analytical dilemma and public policy challenge, despite many decades of research and remedial policy implementation. In this paper, our goals are twofold, though our primary focus is methodological. We attempt both to examine the relationship between space, time, and previously established factors correlated with childhood poverty at the county level in the continental United States as well as to provide an empirical case study to demonstrate an underutilized methodological approach. We analyze a spatially consistent dataset built from the 1990 and 2000 U.S. Censuses, and the 2006–2010 American Community Survey. Our analytic approach includes cross-sectional spatial models to estimate the reproduction of poverty for each of the reference years as well as a fixed effects panel data model, to analyze change in child poverty over time. In addition, we estimate a full space-time interaction model, which adjusts for spatial and temporal variation in these data. These models reinforce our understanding of the strong regional persistence of childhood poverty in the U.S. over time and suggest that the factors impacting childhood poverty remain much the same today as they have in past decades.
Background. Though many studies have long considered the broad social implications of climate change, researchers have only recently started to consider the gendered unevenness of the global landscape of vulnerability, exposure, and adaptive capacity to environmental stressors and shocks. Historically, policies and interventions addressing natural resource-based livelihoods have rarely considered underlying gender dynamics despite the global pervasiveness of gendered disparities in both economic opportunities and welfare outcomes. Methods/Design. Using two electronic databases, Web of Science and Scopus, we conducted a systematic review of peer-reviewed academic literature describing livelihoods policies or interventions that included documentation of gendered impacts. We focused on natural resource-based livelihoods most likely to be affected by climate change, centering on interventions targeting agriculture, fisheries and aquaculture, and forestry. Review Results/ Synthesis. We identified 131 relevant articles, most of which focus on adoption or participation in interventions rather than outcomes. In general, women are less likely than men to engage with sustainable livelihoods interventions. When women do engage, some researchers have documented income and food security gains as well as improvements in environmental indicators in the shortterm. However, these initiatives have also been found to increase women's labor burden without corresponding gains in income. Few studies measure longer-term effects of women's engagement on welfare and environmental outcomes, a key gap in the literature. Additionally, relatively few studies explore the intersectional impacts of initiatives, such as the added burdens of ethnicity, class, education, or other differences that modify gender disparities. Discussion. Climate change has gendered impacts on natural resource-based livelihoods. In general, existing initiatives designed to increase livelihood resilience fail to reduce gender disparities and improve women's livelihoods. Greater attention should be paid to gender when designing sustainable livelihoods policies and interventions in order to increase adoption and participation, negotiate trade-offs, improve environmental conditions, and promote broadly beneficial welfare outcomes.
