Paul Bjerke har mange aerender i sin nye bok. Journalistikkens vekst -og fall? er en politisk kritikk av journalistlaugets makt. Den er også en ideologikritisk bok, som analyserer svakheter i den rådende journalistideologien. Den har gode faglige sammenfatninger, som gir den et anstrøk av laerebok. Under det hele ligger en solid dose forskningsformidling.Bjerkes hovedanliggende er å kritisere det han kaller journalistenes profesjonsmakt, som han hevder mangler legitimitet. Oversatt til dagligtale er profesjonsmakten den posisjonen journalistene har som informasjonsformidlere, portvakter, dagsordensettere, ordstyrere og fortolkere i det offentlige rom. Journaliststanden er som kjent motstandere av maktfordeling på eget territorium. De kombinerer sine mange innbyrdes motstridende roller med en arroganse som Bjerke karakteriserer som ufordragelig. Hans viktigste innvending er likevel faglig: journaliststandens profesjonsmakt savner legitimitet.Grunnlaget for denne kritikken ligger i Bjerkes kritikk av det presseetiske apparatet som administreres av Norsk Presseforbund. Her bygger han i hovedsak på sin egen doktorgradsavhandling om presseetikk fra 2009. Dette har han knyttet til resultater fra et prosjekt om journalistenes samfunnsoppdrag ved Høgskolen i Volda. Bjerke legger altså forskningsresultater til grunn for politisk kritikk. Resultatet er oppløftende for forskningens del. I avsnittene om presseetikken er forskningen er sterk. Der er også de politiske argumentene overbevisende. I andre deler av boka er det faglige fundamentet svakere, og da går politikken samme vei.Bjerkes kritikk er ikke ny, men det faglige stoffet er ferskt nok. I sin avhandling undersøkte Bjerke praksisen til Pressens Faglige Utvalg (PFU) i perioden 2004-2007. PFUs oppgave er ikke bare å holde den etiske standarden i norsk presse over minstemålet. Det presseetiske apparatet skal også legitimere journalistenes autonomi, og motvirke at staten innfører medieombud eller andre statlige styringstiltak fordi pressen ikke klarer å oppføre seg ordentlig. Faren for statlige inngrep blir ikke mindre av at pressen nyter godt av en rekke statsgaranterte privilegier, som momsfritak, pressestøtte, NRK-lisens, lovfestet redaktørfrihet og kildevern. I tillegg har journalistene oppnådd et uoffisielt monopol på å bestyre den offentlige debatten ved å fordrive sine konkurrenter, som for eksempel filologene i NRK. Presseetikken spiler en nøkkelrolle i dette privilegiesystemet.Bjerke dokumenterer at det er stor avstand mellom organisasjonenes selvskryt og praksisen til det presseetiske apparatet. Han påpeker at PFU opererer med en gigantisk blindsone: utvalget diskuterer aldri de viktigste etiske vurderingene i norske redaksjoner, som er den daglige prioriteringen og vinklingen i redaksjonsarbeidet.
