En octubre de 2021, el Gobierno de España modifica la legislación en materia de migración mediante la aprobación del Real Decreto 903/2021. Esta regulación tiene como objetivo facilitar, entre otras cuestiones, el acceso laboral de jóvenes migrantes en edad de trabajar. En este contexto, el presente artículo pretende analizar si efectivamente esta reforma supone una mejora de cara a facilitar los procesos de inclusión social de los jóvenes migrantes no acompañados/ as. Para ello, se ha optado por una metodología mixta, realizando entrevistas en profundidad a agentes clave y una encuesta a los jóvenes. Los resultados muestran que la reforma legislativa ha tenido una repercusión positiva sobre estos/as jóvenes de cara a lograr una autonomía (económica). No obstante, esto vendría a ser solo un paso en el camino hacia una inclusión plena en la sociedad de destino. Se constata que es conveniente abordar, aparte del laboral, otros ámbitos relacionados con esa inclusión social.
Introducción. El sistema de servicios sociales de atención primaria, y por ende las y los profesionales de trabajo social, tienen un importante reto para dar respuesta a las actuales situaciones de vulneración y/o desventaja social. Con el fin de contribuir a este reto se ha llevado a cabo una investigación en los servicios sociales del Ayuntamiento de Vitoria-Gasteiz que atienden una media de 32.000 personas anualmente. El objetivo de dicha investigación ha sido favorecer estrategias que contribuyan a la mejora y transformación de la praxis profesional del trabajo social, y con ello de los procesos de atención social, así como de las condiciones de vida y convivencia de la ciudadanía. Metodología. Se trata de una Investigación-Acción-Participación (IAP) que incorpora la supervisión como modalidad de ésta. La investigación se entiende como una construcción dinámica, reflexiva y colaborativa, donde la supervisión aporta un espacio de reflexión crítica y constructiva sobre la praxis profesional, basado en diálogos colaborativos. Desde este enfoque, se conforma un equipo de investigación mixto formado por cuatro trabajadoras sociales del ámbito académico y nueve del ámbito profesional que, mediante nueve grupos de discusión desarrollados en sesiones de supervisión durante un año, van abordando distintos aspectos vinculados con los objetivos de la investigación para generar conocimientos. Así, tanto los grupos de discusión integrados en las sesiones de supervisión, como el análisis cualitativo de contenido y el análisis de discurso, son las técnicas empleadas en esta investigación. Resultados. A través de la investigación se han identificado dificultades nucleares de la praxis cotidiana de las y los profesionales de trabajo social en los servicios sociales de atención primaria, así como algunas líneas estratégicas de acción que permitirán ir abordando y superando dichas dificultades. Todo ello se ha estructurado de acuerdo con seis ejes básicos de la supervisión, que se han convertido en ejes analíticos clave para esta investigación: contextual-organizacional, técnico-metodológico, intrapersonal, interpersonal, epistemológico y ético-ideológico. Discusión y conclusiones. Los resultados muestran la centralidad y las interconexiones entre los seis ejes analíticos utilizados. A partir de dichas interconexiones, se agrupan las principales dificultades y posibilidades con las que se encuentran las trabajadoras y trabajadores sociales municipales en su labor profesional cotidiana. Los resultados coinciden en gran medida con los obtenidos en otras investigaciones y aportaciones expertas en la materia. Cabe subrayar cuatro dificultades principales: la excesiva normativización y burocratización, la asimilación del trabajo social por los servicios sociales, la debilidad disciplinar del trabajo social y la incidencia a nivel personal derivada del ejercicio profesional. En cuanto a las estrategias de mejora, se identifican varias dimensiones, como son: afrontar seriamente formas de simplificar procedimientos para trabajar desde criterios, principios y modelos de trabajo social; impulsar la investigación participativa y reflexiva; fortalecer la presencia de principios éticos en la praxis profesional; promocionar la participación real de la ciudadanía en los procesos, es decir, que su implicación se exprese en informes sociales, diagnósticos colaborativos, planes de intervención codiseñados y en estrategias de mejora y cambio. Además, se destaca la supervisión como herramienta para afrontar las dificultades identificadas, contribuir a la reconstrucción continua de la identidad profesional e impulsar la mejora de la praxis del trabajo social.
