One of the crucial problems faced in the city of Cirebon is the poverty rate which is quite high and continues to increase from year to year. The Corporate Social Responsibility (CSR) program or Corporate Social and Environmental Responsibility (TJSL) according to Cirebon Mayor Regulation Number 42 of 2015 is one of the poverty reduction programs in Cirebon City. The purpose of this study was to determine the company's participation and coordination with the Cirebon City Government in poverty reduction through the CSR program. The research method uses qualitative methods with collection in the form of literature studies, documentation studies, interviews and observations. The result of this research is that the company's participation in coordinating with the Cirebon City Government in poverty reduction through the CSR program is not optimal because the majority of companies carry out CSR programs directly to target groups without coordinating with the Cirebon City Government. The factors that influence the company's participation in coordinating with the Cirebon City Government in poverty reduction through the CSR Program are the sub-optimal leadership of the Mayor of Cirebon, the lack of communication between the Cirebon City Government and company leaders, and the inadequate education of company leaders in the form of awareness, knowledge and understanding of coordination mechanism in the CSR Program.
This study is aimed to know the implementation of CSR policies to overcome poverty in Cirebon City and the factors that influence in the implementation of CSR policies. The study is conducted by using qualitative research methods with using case study strategies. The results showed that the implementation of the CSR policies is not optimal yet in overcoming poverty. Factors that influence the implementation of CSR policies relate to the content of policy and context of implementation as stated by Grindle. The crucial factors are the differences in interest among the regional government and companies and the weak of regional head leadership in embracing companies to implement CSR. Efforts that must be done to optimize the implementation of CSR policies are to build collaborative governance among the regional government and companies.
AbstrakPenelitian ini didasarkan pada fenomena adanya kendala dalam impelementasi kebijakan Jampersal di Kecamatan Dawuan Kabupaten Majalengka. Penelitian ini di laksanakan di Puskesmas Balida Kecamatan Dawuan Kabupaten Majalengka, dimana Puskesmas Balida merupakan Puskesmas yang mengepalai 11 (sebelas) Desa di Kecamatan Dawuan Kabupaten Majalengka dengan dilengkapi fasilitas ruang rawat inap bersalin. Tujuan dari penelitian ini untuk mengetahui implementasi kebijakan Jaminan Persalinan (JAMPERSAL) pada Puskesmas Balida Kecamatan Dawuan Kabupaten Majalengka.Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Teori yang digunakan adalah EDWARD III dimana terdapat beberapa faktor yang mempengaruhi implementasi kebijakan publik yaitu Komunikasi, Sumber Daya, Disposisi/Sikap, dan Struktur Birokrasi.Teknik pengambilan sampel dilakukan dengan menggunakan pusposive sampling. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara dan menganalisa data pada arsip dan dokumentasi foto kegiatan pelayanan Jaminan Persalinan di Puskesmas Balida Kecamatan Dawuan Kabupaten Manjalengka.Hasil dari pengamatan ini, pelaksanaan program Jampersal di Puskesmas Balida sesuai tujuan yaitu cakupan pelayanan terhadap masyarakat khususnya ibu hamil, kendala dalam program Jampersal yaitu tidak adanya sosialisasi secara khusus terhadap masyarakat terutama ibu hamil.Kesimpulan hasil penelitian ini secara keseluruhan adalah pelaksanaan program Jaminan Persalinan (JAMPERSAL) di Puskesmas Balida Kecamatan Dawuan Kabupaten Majalengka belum tercapai secara optimal. Hal ini dapat dilihat dari masih banyaknya masyarakat di Kecamatan Dawuan Kabupaten Majalengka yang tidak menggunakan jaminan persalinan karena ketidaktahuan adanya program jaminan persalinan.
Research entitled "Employee Performance Analysis Sub. Cleaning Department of Cipta Karya and Spatial Planning of Cirebon Regency in the Arrangement of Cleanliness Quality in Cirebon Regency. The problem is motivated by the lack of optimal work from the bureaucracy in the quality management of cleanliness in Cirebon Regency, the problem is allegedly arising due to the lack of optimal performance of employees in improving the quality of cleanliness in Cirebon District, seen in the things that are the work of Sub. The area of cleanliness of the Cipta Karya and Spatial Planning Office of Cirebon Regency is not as expected, namely the clean, comfortable and beautiful environment, as well as the work behavior and personal nature of employees who are less disciplined, lazy and careless in working so that the results are not as expected. Therefore this study is directed to determine the performance of employees in improving the quality of cleanliness in Cirebon Regency. The method used in this study is a qualitative method through a descriptive approach and the data presented are the results of an assessment and interview with the community as users who feel the quality of cleanliness in Cirebon District (Sumber City) with Sub employees. The cleanliness of the Cipta Karya and Spatial Planning Office in Cirebon Regency, while the key informant in this study was the Head of the Hygiene Section. Data sources used in this study are primary data and secondary data. Primary data obtained in this study from the results of observations and interviews, while secondary data is obtained by looking for data from the literature to support the data that has been obtained.Based on the research conducted, it was obtained the results, that the performance of employees in structuring the quality of cleanliness in Sub. The cleanliness of the Cipta Karya and Spatial Planning Office in Cirebon Regency has not been optimal, seen from the 3 (three) dimensions of work, namely (1) Work results are not optimal seen from the results of work less than expected, namely a clean environment; (2) Work behavior is not optimal seen from employees who are not disciplined and lazy in working; (3) The personal nature that has to do with work is not yet optimal seen from the lack of enthusiasm of employees and carelessness in work. In essence, all employee performance will produce maximum results if in all of the achievement of these goals are maximized. Like in Sub. The area of cleanliness of the Cipta Karya and Spatial Planning Office of Cirebon Regency the performance of employees in cleaning the quality of cleanliness in Cirebon District (the source city) has been good in planning the administration but in achieving that the performance of employees has not been maximally created so that the quality of cleanliness is not yet maximal.
