Socioeconomic policy should satisfy the interests of the society as much as possible and contribute to improving the quality of life. This actualizes the role of developing the theoretical and methodological foundations for building an innovative information system for monitoring the socioeconomic situation and population responses. The study built and tested an algorithm for supporting management decisions based on the collection of large data sets of socioeconomic information based on the principles of the digital economy and processing them through network analysis. The algorithm is focused on building a monitoring system that presupposes a synergy of the authorities and the society, not only in its pensionary part, but also among the masses, which are diverse in their representativeness. The result of the study was the formation of a theoretical and methodological framework for creating a system for making management decisions and assessing the effectiveness of the activities of government bodies, based on the principles of reflection of the final beneficiaries of economic policy.
Subject. In the context of economy digitalization, the development of digital financial services market is an objective consequence of the economic relations development. In this regard, the significant potential of the digital financial services should be used to improve the financial architecture and the quality of life through developing the digital financial services for both legal entities and the population. The aim of the research is to identify the background and develop the perspective directions for advancing the digital financial services under digital transformation of economy both at national and international levels. Methodology. Using analysis and comparison, the research featuresthe dynamics of population change andonline population in Russia compared to global trends, as well as the current state of internet demand. In the authors' view, the digital financial services development is based on a cybernetic approach, which providesa certain synergistic effect. Results. Original approaches to the "digital financial market" and "potential of digital financial services market" categories areproposed and the mechanism for managing the development of the digital financial services market is also developed. Conclusions are made that the digital financial services market is one of the key elements of the national economy, which aims at solving problems connected with financial services accessibility for the population. Like any element of the economy, the market for digital financial services has certain advantages and disadvantages, but they do not have a significant negative impact on the financial system as a whole and the financial services market in particular.

Другими словами, происходит трансформация предпри-ятий, т.е. их производственная и финансовая интеграция, по-зволяющая им более естественно вписаться в требования внутреннего рынка и мировые глобализационные процессы.Второе направление, касается интеграции образования и бизнеса, которая пойдет по пути создания научно-производственных интеграционных комплексов -совместных структур вузов и предприятий, где студенты могли бы рабо-тать в условиях, приближенных к реальному производству, и выполнять заказы бизнес-сообщества. В таком предложении нет чего-то принципиально нового: интеграционные програм-мы с бизнесом и научными центрами уже успешно действуют в ведущих вузах страны.Третье направление подчеркивает, что для реализации со-временных, более сложных форм интеграции и требуется наличие единого механизма обеспечивающего согласован-ное функционирование всех участников интегрированной системы. Таким механизмом, на наш взгляд, может являться система сбалансированных показателей, адаптированная к условиям функционирования интегрированных структур.
The article considers digital educational services market development on the basis of digital platforms. Research subject: financial market digitalization. Research purpose: to develop theoretical provisions of digital educational services. Research methods. In the course of the research such methods as analysis, grouping, comparison, and synthesis have been used. Results: 1. A specific approach to the categories of “digital educational platform” and “digital educational ecosystem (ecosystem-based higher education)” is proposed. 2. The classification criteria of digital platforms are systematized on various grounds and the “operation scale” criterion was added to the digital educational platforms classification. 3. The current market state is characterized and the latest innovations in the digital educational services are reviewed. 4. Risks of the platform-based and ecosystem-based higher education models development are revealed. Scientific novelty: the authors’ specific approaches to the categories of “digital educational platform” and “digital educational ecosystem (ecosystem-based higher education)” are proposed, digital platforms classification criteria are systematized on various grounds, and the “functioning scale” criterion was added to the digital educational platforms classification.
