To solve problems in the field of information support of the cadastral valuation of settlement lands, the article proposes to develop a geo information system of information support of the subjects of cadastral valuation of settlement lands. The proposed geographic information system includes the results of assessments of the cadastral and market values of land plots and generated assessment cards based on the data obtained, thematic maps characterizing the efficiency of urban land use, ecological land use schemes flowing into the ecological tension schemes of the settlement lands.
The formation of agricultural land use adequate to the tasks of the market economy is the most important task of the post-reform period. Agrarian transformations were of a social and political nature and solved the problems of transition from a planned to a market economy. To implement them, we used not the experience of Russia in previous years, but examples from the practice of advanced economies of the European Union. Therefore, the appearance of such a phenomenon as unused land (in general, characteristic of the crisis periods of the market economy) caused a negative perception. The paper considers this problem as an important social and economic phenomenon and suggests ways to solve it. For this purpose, the technology of identifying and detailed study of the state of the land is proposed. The identification of the natural suitability for the cultivation of the main agricultural crops is confirmed by ensuring sufficient efficiency of crop production. Based on the analysis of the conditions of land use (labor, capital and energy supply) and their legal status, the economic feasibility of involving unused plots in economic turnover is established. This will make it possible to make the necessary and reasonable decisions to restore the land and resource potential of agricultural production. To ensure the controlled and systematic implementation of the program to solve the problem, a state-commercial center is being created in the subject of the Federation, which organizes, controls and finances the activities carried out.
The article highlights the issues of digitabltalization of the economy of the Russian Federation, in particular, “Digital Agriculture” state program. The goals and objectives of digitalization of agriculture in Russia are discussed. The main point is made about the fact that it is impossible to create digital agriculture, which implies the introduction of “smart land use” bypassing the creation of “digital land management”. The analysis of “Digital Agriculture” project concept is given; its goals and directions are considered. “Digital land use and land management” direction has been studied in details. The authors of the article suggest introducing “Smart Agrolandscape” land information system (ZIS “Smart Agrolandscape”). The basis of this system includes a scheme of ecological and economic zoning, taking into account the suitability of agrolandscapes for arable land and fodder land use. The article presents the structure of the proposed system, its goals, objectives, purpose, and algorithm of work in the system. In conclusion, the authors of the article recommend the inclusion of ZIS “Smart Agrolandscape” into the Digital Land Use and Land Management project, due to the fact that the process of making recommendations on the efficient use of land in municipalities using this system is fully automated and does not require time, labour and financial costs; its use is maximally simplified and accessible to unlimited interested parties.
In this study we analyze the state and use of the land and property complex using the example of the city of Omsk: we assess the ecological state of land use under the influence of natural and human impacts, identify modern issues in managing land and property use that create a critical environmental situation and reduce the standard of living, review modern land policy and the causes of imperfection in the system of land management and urban land use.Due to the fact that a significant proportion of the city's land is not differentiated by ownership, instability of property relations arises. The reasons that impede the full-scale application of principles of a market economy in the field of land management of the city and ensure their most efficient use are established.It is proposed to consider the land policy of the city as the basis for the ongoing management of the land and property complex and the development of commercial real estate in the city. It defines the most important guidelines in the development of municipal land relations, the main elements of the land and property complex, and, as a result, the main directions of development of urban land use, the principles and tasks of forming land policy at the present stage, which ensures increased sustainability in the development of the city.
