The article considers the theoretical nature of the system for assessing the quality of services in the field of education and also presents and discusses analytical results of the main problems of the legal framework for the functioning of the system for assessing the quality of education in the Russian Federation at the regional level. An overview of the changes in federal regulatory practice in assessing the quality of general education over the past two years is presented. There is a lack of a unified approach to the regulation of the quality assessment of general education at the regional level. This dictates the need for a more detailed study of the best regional regulatory practices in assessing the quality of general education and developing model acts in the field of assessing the quality of general education, aimed at eliminating existing gaps and contradictions.
The article presents results of the inquiry that involved 803 postgraduate students of research organizations involved in the preparation of postgraduate students in the field of education sciences. The inquiry helps to investigate the specificity of plans of postgraduate students to work abroad and to move abroad for permanent residence. It also helps to reveal and describe the impacts of various socio-demographic and socio-stratification factors. In addition, there was made a comparison of the attitudes of postgraduate students and scientific researchers to temporary or permanent migration. The data is processed using mathematical statistics methods. The results of the study indicate that the migration attitudes of graduate students are determined by the influence of a number of socio-demographic (gender, age, presence and structure of the family) and socio-stratification (financial status, educational status of parents) factors. A comparison of the opinions of graduate students and scientific researchers shows that migration attitudes towards both temporary migration and emigration abroad are more widespread among postgraduate students than among scientific researchers.
The article presents the data of an anonymous monitoring questionnaire survey conducted by employees of the Information and analytical center of Russian Academy of education in 2019. The study involved students of post-graduate research organizations that train post-graduate students in the field of education Sciences, as well as pedagogical universities in Moscow, St. Petersburg and other regions of the Russian Federation. The paper examines the influence of socio-demographic, socio-stratification and socio-psychological factors on the emotional assessment of graduate students' prospects. Empirical data were processed using mathematical statistics methods. It is shown that the assessment of one's own life prospects associated with the influence of socio-demographic (gender, family status), socio-stratification (material status, educational status of the parents of a graduate student) and socio-psychological factors (the presence of formed plans, the presence of emigration plans).
