Polychlorierte Dibenzo-p-dioxine und Dibenzofurane (PCDD/PCDF) kommen ubiquitar in der Umwelt vor. Sie sind persistent, akkumulierend, okotoxisch und humantoxisch. Bei einer geschatzten mittleren taglichen Aufnahme von ca. 2 pg TE je kg Korpergewicht fur einen Erwachsenen wird der von UBA und BGA vorgeschlagene Vorsorgewert uberschritten (TE: Internationale Toxizitatsaquivalente entsprechend der 17. Verordnung zum Bundes-Immissionsschutzgesetz, 17. BImSchV). Mafinahmen zur Verminderung des Dioxineintrags in die Umwelt sind bei allen relevanten Quellen notwendig.Primare Eintragsquellen fur PCDD und PCDF in die Atmosphare sind die Produktion und Verwendung chlororganischer Produkte und die thermischen Prozesse. Der friiher hohe Eintrag durch chemische Prozesse und Produkte ist inzwischen durch Produktionseinstellung (z. B. PCP, PCB),Verzicht auf Anwendung (z. B. Scavenger im bleihaltigen Benzin) oder Produktionsumstellung (z. B. Zellstoff-, Papierherstellung, Farbstoffherstellung) drastisch zuruckgegangen.Als Hauptemissionsquellen fur Dioxine und Furane mussen zur Zeit die thermischen Prozesse angesehen werden. Uber einen Iangeren Zeitraum standen dabei vor allem die Abfallverbrennungsanlagen im Mittelpunkt des fachlichen Interesses und der offentlichen Diskussion. Aufgrund der gesetzlichen Vorschriften werden bei diesen Anlagen wirksame Minde-rungsmaBnahmen getroffen, mit denen die Dioxinemissionen um mehr als 90 % gemindert werden.Hinsichtlich der Dioxinbildungsmechanismen und der Anwendung effizienter Emissionsminderungstechniken gehoren Abfallverbrennungsanlagen zu den am besten untersuchten Anlagen. An weiteren thermischen Quellen werden umfangreiche Untersuchungen zur Entstehung und Minderung von Dioxinen durchgefuhrt. Es werden MeBergebnisse von folgenden thermischen Prozessen vorgestellt: 1) Industrielle Quellen (Kabelverschwelung, Nichteisenmetallgewinnung, Aluminiumschmelzanlagen, Sinteranlagen, Schmelzen von Eisen und Stahl, Brennprozesse der SteineIErden-Industrie, Kraftwerke und Feuerungsanlagen); 2) Hausbrandfeuerstatten, 3) Einascherungsanlagen, 4) Kraftfahrzeuge.Die Minderungstechniken lassen sich grundsatzlich unterscheiden in Maanahmen zur Minderung der Entstehung von Dioxinen (insbesondere einsatzstoff-und prozeBbezogene PrimarmaBnahmen) und Abgasreini-gungsverfahren. Im Bereich der Abgasreinigung wurden vor allem durch Anwendung von optimierten Sorptionsverfahren und von neuen Katalysatoren erhebliche Fortschritte erzielt.Fur Verbrennungsanlagen von Abfallen und ahnlichen brennbaren Stoffen wurde mit der 17. BImSchV von 1990 erstmals bundeseinheitlich ein Emissionsgrenzwert von 0,l ngTE/m3 festgelegt, der meist nur durch den Einbau spezieller Abgasreinigungseinrichtungen eingehalten werden kann.Viele Anlagenarten werden von den Regelungen der TA Luft erfaRt; fur diese Anlagen gilt das generelle Dioxin-Minimierungsgebot der Nr. 3.1.7 Abs. 7 der TA Luft.
