Penelitian ini bertujuan untuk mengembangkan permainan kartu hitung yang inovatif dan kreatif untuk meningkatkan kemampuan siswa dalam operasi hitung perkalian. Penelitian ini dilatarbelakangi oleh pembelajaran yang berpusat pada guru dan monotone membuat siswa jenuh dalam belajar. Matematika masih menjadi muatan pelajaran yang menakutkan bagi siswa. Sebagian besar siswa belum menguasai operasi hitung perkalian. Pembelajaran matematika yang dilakukan belum menggunakan media pembelajaran dan masih menggunkan cara lama untuk menghafal perkalian. Hasil nilai ulangan matematika rendah. Penelitian ini merupakan penelitian pengembangan (R and D) dengan menggunakan model pengembangan ADDIE. Analysis dilakukan untuk menganalisis kebutuhan tentang pengembangan permainan kartu hitung; Design dilakukan sesuai kebutuhan; Development dilakukan berdasarkan masukan dari tim ahli untuk menyempurnakan produk; Implementation dilakukan pada siswa kelas IV sebagai penunjang pembelajaran; Hasil penelitian menunjukkan sebagai berikut, 1) Pengembangan permainan kartu hitung sangat dibutuhkan untuk membuat pembelajaran menjadi menarik dan kemampuan berhitung anak meningkat; 2) Pengembangan permainan kartu hitung dikembangkan menggunakan model pengembangan ADDIE, menurut penilaian ahli media dan ahli materi permainan kartu hitung dikatakan layak dengan persentase kelayakan 97% dan 94,44%; dan 3) Nilai signifikansi (2 tailed) 0,000 lebih kecil dari 0,05 sehingga dapat disimpulkan bahwa penggunaan permainan kartu hitung efektif digunakan dan dapat meningkatkan kemampuan operasi hitung perkalian pada muatan pelajaran matematika.
