In this paper we introduce a new method for designing digital all-pass networks. Some design methods of all-pass networks were proposed. However the shortages of these schemes include the needs of initial solutions and heavy computations. On the other hand, this design method finds the best uniform of phase approximation through several iterations by solving linear equations. Phase error is regarded as amplitude of complex error between designed and desired all-pass function. Then Remez exchange algorithm is applied to amplitude of complex error, and it is approximated to equiripple. After all, maximum phase error is minimised, and the best uniform phase approximation in Chebyshev sense is found. At the time, optimal solution is obtained through several iterations without any init,ial guess of the solution.
