Desde cedo atento às implicações sociais e políticas da epidemia de Aids no corpo social, foi um dos atores centrais para a efetivação do que ficou conhecido como a resposta brasileira ao HIV/ Aids. Graduado e doutor em Antropologia pela University of California, autor e organizador de diversos livros, artigos, coletâneas, conferências, boletins, entre outras publicações, é um dos autores indispensáveis para uma análise crítica e engajada dos caminhos pelos quais políticas de saúde são pensadas, desde o processo de planejamento à sua execução.Aproveitamos sua ida ao VIII Congresso Brasileiro em Ciências Sociais e Humanas em Saúde, da Associação Brasileira de Saúde Coletiva (Abrasco), nos dias 26 a 30 de setembro de 2019, em João Pessoa/PB, para dialogar sobre sua trajetória no campo, bem como para discutir suas percepções sobre o quadro político e epidemiológico da Aids nos dias de hoje. A entrevista foi realizada no dia 28 de setembro de 2019, na Universidade Federal da Paraíba, por pesquisadores do Grupo de Pesquisa em Saúde, Sociedade e Cultura (Grupessc). Fez parte das atividades do projeto de pesquisa 'Fases e Faces do HIV/Aids na Paraíba', desenvolvido pelo Grupessc entre 2018 e 2020, com o objetivo de investigar a incorporação das tecnologias farmacológicas de prevenção ao HIV no estado da Paraíba.
RICHARD GUY PARKER ISA NORTH-AMERICAN ANTHROPOLOGIST, researcher and professor. Always sensitive to the social and political implications of AIDS in the social body, was one of the central actors for the implementation of what became known as the Brazilian response to the HIV/AIDS. Graduate and Doctor in Anthropology by the California University, author and organizer of a number of books, articles, anthologies, conferences, bulletins, among other publications, is one of the indispensable authors for a critical and engaged analysis of the paths leading to the conceiving of public policies, since the process of planning them to their execution. We seized the opportunity of his presence in the VIII Brazilian Congress in Social and Human Sciences in Health, of the Brazilian Association of Collective Health (ABRASCO), between the 26th and the 30th of September 2019, in João Pessoa/PB, to talk about his path in the field, and to discuss his perceptions on the political and epidemiologic scene of AIDS nowadays. The interview took place on September 28th 2019, in the Federal University of Paraíba, by researchers of the Group of Research in Health, Society and Culture (GRUPESSC). It was a part of the activities of the research project 'Fases e Faces do HIV/AIDS na Paraíba', developed by GRUPESSC between 2018 and 2020, aiming to investigate the incorporation of the pharmacological technologies of HIV prevention in the State of Paraíba. Parker was a teacher of the Institute of Social Medicine of the University of the State of Rio de Janeiro (UERJ) for almost 20 years, and is Full Emeritus professor of Columbia University. Currently, acts as a visiting professor in the Institute of Studies of Collective Health of the Federal University of Rio de Janeiro (IESC/UFRJ) and since 1998 presides the Brazilian Interdisciplinary Association of AIDS, ABIA in this institution, was besides important political actors, that contributed to the fight for the rights of people who live and coexist with HIV/AIDS. ABIA is one of the main NGO/AIDS of Brazil that act in the monitoring of public health policies on HIV/AIDS. Besides contributing to the enhancement of the governmental efforts and to the debate on the epidemic, has been a potent instrument for the democratization of information on combat, control, prevention and treatment strategies 1 .
Neste artigo, discutiremos a implementação da Profilaxia Pré-Exposição ao HIV (PrEP) no serviço público de saúde da cidade de João Pessoa, na Paraíba. Permeada por críticas e valorações diversas, a PrEP tem se apresentado como uma das principais estratégias de combate ao HIV e trata-se de tecnologia fundamental para a efetivação das metas de superação da epidemia de Aids. Em João Pessoa, gestores estaduais e municipais, profissionais de saúde, pesquisadores e ativistas estiveram envolvidos no processo de incorporação dessa alternativa ao Sistema Único de Saúde (SUS), assim, utilizamos esse momento como fenômeno central para as reflexões aqui presentes. A partir da pesquisa de campo realizada em um hospital da rede pública estadual, de entrevistas com atores-chave e do acompanhamento de eventos e encontros institucionais, refletiremos aqui sobre a Aids, a prevenção ao HIV, a saúde pública e o direito à saúde por meio das implicações políticas, sociais e éticas da PrEP. Os dados nos revelam que o reconhecimento da condição de vulnerabilidade ao HIV tem produzido o medo como um agente moral capaz de mobilizar o interesse pelo uso da profilaxia. Outrossim, a dimensão ética do valor da vida de pessoas vulneráveis aparece como um elemento importante a ser considerado na ampliação do direito à saúde. Embora a PrEP seja uma profilaxia centrada na resposta farmacológica – que não dá conta da complexidade das dimensões estruturais e subjetivas da epidemia de Aids –, aqui, não perderemos de vista o seu papel na inclusão de pessoas na seara de cuidados e de conhecimentos sobre o HIV/Aids.
