The purpose of the paper is to present the Patent Box, a tax instrument for creating innovative potential which is becoming increasingly popular in EU economies, and to analyze what impact a Patent Box can have on the level of innovation of a country's economy. To achieve this objective, two research methods are used: critical analysis of the literature and quantitative research. The literature studies involved presenting the operation mechanism of Patent Boxes and justifying (based on the theory of economics) the usage of such instruments in creating the innovation potential of an economy. The quantitative research consisted in analyzing the relationship between Patent Box instruments possessed by individual EU countries within their tax systems in the years 2011-2015 and the level of innovation in these countries expressed as outcome indicators based on the number of patents. The conducted analysis allowed the author to validate the hypothesis that the Patent Box has an effect on the level of innovation in EU countries. In Polish scientific literature there are relatively few publications addressing the issue of the operating mechanisms of the Patent Box or the economic effects resulting from the application of this kind of innovative tax policy tool. Considering the importance of innovation in making economic growth processes more dynamic, there is a need to undertake further research in this scope. The conducted research facilitates exploration of both the theoretical and empirical knowledge of the issue. Its conclusions might also prove useful in the scientific debate concerning the support provided by the state to the private sector in Poland in their efforts to embark on innovative activities.
Streszczenie: Celem artykułu jest empiryczna weryfikacja występowania zjawiska efektu wypychania inwestycji prywatnych przez publiczne w odniesieniu do działalności badawczo-rozwojowej. Realizacja przyjętego celu wymagała zastosowania metody krytycznej analizy literatury poświęconej wybranej problematyce, którą wzbogacono o analizę empiryczną struktury finansowania działalności B+R w skali makro dla 31 gospodarek należących do OECD. W ramach analizy wyróżniono 3 grupy krajów, w zależności od rodzaju stosowanych narzędzi wsparcia: wyłącznie finansowanie bezpośrednie, głównie finansowanie bezpośrednie i głównie finansowanie pośrednie. Przeprowadzona analiza pozwoliła na pozytywne zweryfikowanie hipotezy mówiącej, że efekt wypychania w sektorze B+R w krajach OECD przyczynia się do zmiany struktury finansowania tej działalności oraz przyjmuje silniejszą formę w przypadku bezpośrednich form finansowania działalności B+R sektora prywatnego przez państwo.Słowa kluczowe: efekt wypychania, crowding-out, crowding-in, badania i rozwój, polityka innowacyjna. Summary:The purpose of the article is an empirical verification of the presence of the crowding-out effect in relation to research and development activities. The realization of the undertaken aim required the implementation of critical literature review devoted to the selected issue, which was enriched with empirical research on the R&D structure of financing at the macro level in 31 OECD economies. Within the scope of the analysis three groups of countries were distinguished, depending on the type of support instruments used: only direct financing, primarily direct financing and primarily indirect financing. The analysis enabled a positive verification of the hypothesis that the crowding-out effect contributes to the changes in the financing structure of R&D and was stronger in case of direct government funding of business R&D activity.
Goal-The main objective of the paper is to verify if the relation between the election cycles and the number of tax reliefs in Poland exists and-if it exists-what is its direction and strengh. Hypothesis-Election cycles affect the dynamics of introducing tax reliefs into the Polish Personal Income Tax. Research methodology-The research hypothesis was verified by assessing the cyclical fluctuations of the trend function describing the number of reliefs in the Polish Personal Income Tax. The study covers the years 1991-2018. The authors' own calculations made on the basis of the legislative changes made in the studied period to the Act on Personal Income Tax of 26th July 1991 provide the source material for the research. Score-The study confirms positive relation between the election cycles and the dynamics of introducing tax reliefs into the Polish Personal Income Tax. The number of tax reliefs in personal tax cyclically fluctuates and, moreover, the total number of introduced tax reliefs is significantly higher in the election years and lower in the other accordingly.
StreszczenieCel -celem niniejszego opracowania jest ukazanie podatkowych instrumentów wsparcia jako istotnego elementu polityki innowacyjnej państwa oraz analiza zmian w poziomie pośredniego wsparcia działalności innowacyjnej, jakie zaszły w polskim systemie podatkowym w wyniku zastąpienia ulgi na nowe technologie ulgą na badania i rozwój. Metodologia badania -została przeprowadzona symulacja możliwości zmniejszenia kosztów działalności innowacyjnej dostępnych dla typowego przedsiębiorstwa w przypadku ulgi na nowe technologie oraz ulgi na badania i rozwój. Jako materiał źródłowy posłużyły dane statystyczne pochodzące z Głównego Urzędu Statystycznego oraz przepisy prawne dotyczące obu instrumentów wsparcia. Wynik -dzięki analizie literatury uzasadniono istotność stosowania podatkowych instrumentów wsparcia w ramach polityki innowacyjnej. Na podstawie analizy danych i przedstawionych rozważań należy stwierdzić, że ulga na badania i rozwój charakteryzuje się wyższym poziomem pośredniej partycypacji państwa w ogólnych kosztach działalności innowacyjnej przedsiębiorstw niż ulga na nowe technologie. Oryginalność/wartość -z racji narastającej roli innowacyjności w kształtowaniu wzrostu i rozwoju gospodarczego, wsparcie sektora prywatnego w kreowaniu innowacji staje się jednym z ważniejszych elementów polityki gospodarczej. Zasadnicza jest zatem analiza i ocena funkcjonujących instrumentów wsparcia i zmian, jakie zachodzą w tym zakresie. Z uwagi na liczne zastrzeżenia do istniejącego systemu wsparcia działalności innowacyjnej w Polsce, a także dynamiczne zmiany w tym zakresie, w artykule podjęto bardzo aktualny temat.
