Fiskalne i pozafiskalne aspekty podatku akcyzowego streszczenieArtykuł porusza kwestię aspektów fiskalnych i pozafiskalnych podatku akcyzowego w odniesieniu do opodatkowania tym podatkiem wyrobów tytoniowych, a w szczególności papierosów. Autorzy poza klasycznym aspektem fiskalnym podatku akcyzowego (funkcji fiskalnej) wskazują na aspekt społeczny (pozafiskalny) głównie przejawiający się w ochronie zdrowia publicznego w kontekście wyrobów tytoniowych. Jednocześnie autorzy wyróżniają poza dostrzeganymi w literaturze przedmiotu aspektami (funkcjami) fiskalnymi i pozafiskalnymi podatku akcyzowego jeszcze jeden aspekt, tj. aspekt bezpieczeństwa. Artykuł wskazuje na wzajemne relacje i oddziaływanie powyższych aspektów, w szczególności mając na względzie ich kluczowe znaczenie przy formułowaniu właściwego modelu opodatkowania wyrobów tytoniowych (papierosów) podatkiem akcyzowym. Odpowiedni model opodatkowania akcyzą wyrobów tytoniowych, a w szczególności papierosów, które są najistotniejszą grupą wyrobów tytoniowych z punktu widzenia wpływów budżetowych poszczególnych państw Unii Europejskiej, w tym Polski, powinien bowiem charakteryzować się tym, iż w pełni realizowane są wspomniane trzy główne aspekty podatku akcyzowego, tj. fiskalny (zapewnienie na odpowiednim poziomie wpływów budżetowych), pozafiskalny (ochrona zdrowia publicznego) oraz bezpieczeństwa (ograniczenie szarej strefy). Aby jednak zapewnić ich realizację, nie może, zdaniem autorów, dochodzić do niepożądanego zjawiska, jakim jest asymetria funkcji (aspektów) podatku akcyzowego.Artykuł wskazuje także na dwa odmienne podejścia do powyższych aspektów (funkcji) podatku akcyzowego.
