ZusammenfassungJohannes Kasinger, Lukas Nöh und Alfons Weichenrieder nehmen die derzeitige Niedrigzinsphase und die Debatte um den Einsatz von Zinsswaps in Hessen zum Anlass, die Fristigkeitsstruktur der Staatsschulden sowie den Einsatz von langfristigen Zinsswaps zu erörtern. Die Autoren betonen, dass im Gegensatz zu einem privaten Bauherrn der Staat nicht für sich wirtschaftet, sondern als Sachwalter der Steuerzahler agieren sollte. Den Zinserhöhungsrisiken des Staates stehen Zinserhöhungschancen der Steuerzahler in deren Funktion als Kreditgeber gegenüber. Letzteres schwächt das Argument für langfristige Verschuldung, sei es durch die Emission langfristiger Anleihen oder durch den Einsatz von Finanzderivaten. Grundsätzlich kann eine Glättung der Zinslast allerdings dabei helfen, die für den Schuldendienst notwendigen Steuern zu glätten und die Zusatzlast der Besteuerung zu mindern.
Zusammenfassung
Die Wiedereinhaltung der Schuldenbremse auf der Bundesebene macht in den kommenden Jahren eine Reduktion der im Rahmen der Corona-Pandemie stark gestiegenen Neuverschuldung notwendig. In diesem Beitrag stellen die Autoren die fiskalpolitischen Spielräume im Vergleich mit der maximal zulässigen Nettokreditaufnahme unter der Schuldenbremse dar. Diese Spielräume erhöhen sich insbesondere durch den Abbau der Rücklagen sowie durch sinkende Zinsausgaben. Zudem passt die Konjunkturkomponente den fiskalischen Spielraum symmetrisch an die konjunkturellen Gegebenheiten an und ermöglicht damit das uneingeschränkte Wirken der automatischen Stabilisatoren. Verbesserungen der Verfahren, die zu weniger revisionsanfälligen Schätzungen des Produktionspotenzials führen, können dabei helfen, die Spielräume durch die Konjunkturkomponente der Schuldenbremse verlässlicher zu bestimmen. Einschränkend wirken unter anderem die Tilgungszahlungen, die sich durch die Inanspruchnahme der Ausnahmeregelung ergeben. Die Autoren zeigen alternative Möglichkeiten für die Tilgungszahlungen auf, mit denen die Tilgungen zusammengefasst und konjunkturgerecht gestaltet werden können.
This paper assesses the possible development of government interest expenditures for Germany, France, Italy and Spain. Until 2021, governments could anticipate a substantial further reduction in interest expenditure. This outlook has changed drastically with the surge in inflation and government bond rates. Assuming that bond rates remain at the levels implied by yield curves from December 2022, interest expenditure rises substantially. We also examined scenarios with a further upward shift in yield curves by one or two percentage points. They indicate major medium‐term risks for highly indebted member states with interest expenditure approaching or exceeding levels last observed on the eve of the euro area debt crisis. Governments should take action to achieve a decline in debt‐to‐GDP ratios towards safe levels. They need to make sure public debt remains sustainable at the higher interest rates that are required to achieve price stability in the euro area.
