Este artigo constitui-se em um balanço historiográfico dos debates a respeito das motivações, sentidos e significações dos movimentos sociais urbanos ocorridos no Brasil nos anos 70 e 80 deste século.
Nós examinamos a fundamentação legal das normas, exaradas pelo Conselho Nacional de Saúde (CNS), que disciplinam a ética na pesquisa acadêmica. Nossa investigação revela que o CNS não tem poder legal para criar normas sobre pesquisa, ainda que no campo biomédico.
Os governos de Fernando Henrique Cardoso são considerados responsáveis por uma forte redução do Estado através de políticas de contenção dos gastos públicos, as quais atingiram também as Forças Armadas. Inversamente, os governos de Lula da Silva apresentaram um discurso desenvolvimentista, que, supostamente, favoreceu o investimento nas Forças Armadas, invertendo as tendências das gestões anteriores. O artigo faz, a partir da leitura de dois textos do cientista político João Roberto Martins Filho e de dados estatísticos da SEORI, a análise crítica e comparativa entre os governos citados em relação aos investimentos – e somente em relação aos investimentos – em Defesa Nacional, na manutenção e modernização das Forças Armadas.
O artigo resulta da pesquisa de doutoramento: “A Produção do Pensamento Militar Brasileiro Contemporâneo pela Escola Superior de Guerra: 1989-2006”, que desenvolvi no Programa de Pós-Graduação em Educação da UFF. Seu objetivo é problematizar o conceito marxiano de representante intelectual visando o seu uso como categoria de análise na explicação do papel desempenhado pelos intelectuais esguianos ao buscarem influir na elaboração e propagação de uma visão de mundo para a burguesia brasileira. Procuramos demonstrar a relação entre os representantes e a classe social na própria constituição desta como classe para si. Demonstrar que os representantes não são apenas indivíduos que expressam a visão de mundo da classe, mas que são também sujeitos da constituição da classe como portadora de uma consciência própria.
