This paper compares the role of innovation and economic performance across European and Latin American countries, using firm-level data from France, Spain, Switzerland, Argentina, Brazil and Mexico. We implement a standard structural model linking R&D intensity, innovation and productivity. We find evidence revealing structural differences between Europe and Latin America, but also the presence of heterogeneity within each. In particular, firms tend to engage in innovation activities in order to achieve better economic performance on a similar basis among countries, but their interaction with national systems is weaker in developing countries. The fact of being a foreign subsidiary of a foreign multinational is found to have a heterogeneous effect on innovativity, whereas it leads to increased productivity in every country.R&D, innovation, productivity, developing countries, MNEs,
International audienceIn this paper, using an original survey, we analyze the distributional impact of international migration across two regions of Algeria. A semi-parametric descriptive analysis is complemented with a parametric model. Remittances do not significantly change the Gini coefficient in nearly any of the counterfactual scenarios. However, migration reduced poverty by 40 percent, with different effects across regions for extreme poverty. Foreign transfers, especially foreign pensions, have a strong positive impact on very poor families in one region. Résumé Les crises bancaires sont une des manifestations les plus importantes de l’instabilité financière contemporaine. En effet, les systèmes bancaires des deux tiers des pays membres du FMI et de la plupart des pays émergents ont connu de graves dysfonctionnements au cours des deux dernières décennies. D’importantes avancées dans la compréhension de ces crises ont été réalisées grâce à des travaux empiriques très documentés, dont certains ont été effectués par des économistes du FMI. Ces travaux montrent l’existence d’une relation entre les crises bancaires et financières et les politiques de libéralisation financière, souvent radicales, menées dans les pays émergents. Ils illustrent également le fait que les défaillances bancaires sont au centre des crises économiques et financières récentes des pays émergents. La plupart de ces analyses, de nature principalement macroéconomique, mettent en avant deux séries d’explications : d’une part, la libéralisation financière rend les banques plus vulnérables aux chocs macroéconomiques et, d’autre part, la fragilité financière de ces dernières serait aggravée par l’insuffisance des dispositifs de supervision, particulièrement patente dans les pays émergents. Toutefois, ces approches ont des fondements microéconomiques insuffisants et ne permettent pas d’expliquer les prises de risques excessifs et les défaillances bancaires dans les pays émergents. L’objectif de cet article est, en prolongeant ces travaux récents, de tenter de combler cette lacune et de donner des fondements microéconomiques plus satisfaisants à l’analyse des crises bancaires. Son hypothèse centrale est que les défaillances bancaires à l’origine des crises peuvent être expliquées, en grande partie, par les comportements spéculatifs des banques favorisés par la libéralisation financière. Après avoir présenté une recension critique de la littérature sur les crises bancaires dans les pays émergents, cet article expose le cadre théorique, d’inspiration keynésienne, qui fonde cette approche des crises bancaires fondée sur les comportements spéculatifs des banques. Puis une analyse empirique est proposée, basée sur des faits stylisés ainsi que des tests statistiques et économétriques portant sur les crises bancaires en Argentine et en Corée. Les résultats obtenus ne permettent pas de rejeter l’hypothèse selon laquelle le comportement spéculatif des banques serait à l’origine des défaillances et des crises bancaires. On montre en particulier que, dans ces deux pays, les banques défaillantes sont également celles qui, dans les années précédentes, exhibaient les niveaux de rentabilité les plus élevés allant de pair avec des prises de risques élevées de nature spéculative. On conclut à la nécessité de renforcer le dispositif de gestion des risques et de contrôle prudentiel des banques dans les pays émergents afin de limiter les comportements spéculatifs.
