Durante la primera década del siglo XX el 90% de los migrantes provenía de Europa y se dirigía a cinco países: EEUU, Argentina, Canadá, Brasil y Australia. Hoy esa misma proporción de migrantes proviene de tres continentes: Asia, África y Latinoamérica y se dirige a cuatro grandes regiones: Europa, Norteamérica, Asia Pacífico y El Golfo Pérsico. Las migraciones se han mundializado no tanto por la magnitud de los flujos, que sigue estando por debajo del 5% de la población mundial, sino por el reducido número de países que hoy permanece al margen de las redes migratorias.Al mismo tiempo que más países están hoy conectados por las trayectorias y proyectos de los migrantes, más sujetos tienen la posibilidad material de migrar hacia alguna región extranjera y la probabilidad de hacerlo dadas las condiciones del contexto. Las divergencias en el ingreso de países ricos y pobres, las desiguales condiciones de vida, los desequilibrios demográficos entre regiones, las necesidades de los mercados de trabajo, a lo que se agrega la existencia de redes migratorias y el bajo costo económi-co que implica desplazarse de un país a otro. Estas realidades, crecientes crean las condiciones para que los potenciales migrantes en países empobrecidos y en proceso de empobrecimiento quieran migrar. A esto precisamente apuntó Joaquín Arango cuando definió nuestra época como el tiempo de la inmovilidad involuntaria.En tal sentido podemos afirmar que el crecimiento de los flujos migratorios es muy inferior al crecimiento de las condiciones sociales y económicas que los motivan. La causa por la que las migraciones no crecen en una relación proporcional a las condiciones que las propician, hay que buscarla en la respuesta que ofrecen los Estados receptores. Hoy podemos atribuir al control policial y militar de las fronteras y las políticas que lo promueven, y no a la economía, la escasa movilidad global de fuerza de trabajo. Esta es ciertamente una de las particularidades que distinguen a los flujos actuales, de los que se produjeron durante la primera mitad del siglo XX.
Resumen En este artículo se analiza el papel que desempeñan los municipios en el reconocimiento de los migrantes extranjeros en la provincia de Santiago de Chile. Partiendo de una argumentación teórica que vincula migración, derechos y reconocimiento, y de la exposición de la literatura que ha abordado el rol del Estado en sus niveles local y subnacional respecto a los asuntos migratorios, se sistematizan las acciones impulsadas por los gobiernos locales de la provincia de Santiago en el periodo 1990-2015. Se concluye que existe una baja institucionalización de la política migratoria, con consecuencias negativas en la orientación de sus prioridades en los ámbitos de intervención y en la producción y el reconocimiento de derechos.
En este estudio se elabora un modelo de análisis que busca aportar datos a la comprensión de las trayectorias migrantes. Este modelo se pone a prueba a partir de información empírica recopilada con instrumentos cualitativos en la sociedad chilena. Específicamente, se indaga en la articulación entre (a) las condiciones institucionales que derivan de la acción del Estado, (b) el marco de reproducción de la condición de clase, (c) los elementos estructurales del racismo incrustado en la cultura nacional y (d) las estrategias que despliegan los sujetos migrantes en la persecución de sus objetivos. El propósito específico que se desarrolla es la caracterización de las dimensiones institucional y estructural para situar su impacto sobre las trayectorias migrantes. Con ello, el trabajo permite dialogar con la literatura del campo que se ocupa tanto de los procesos de racialización como de la producción institucional de un sujeto migrante precarizado.
Rastrear los diferentes sentidos de lo público en la historia de la humanidad, es entrar en un terreno marcado por la polémica. Sus raíces y huellas son posibles de encontrar en la polis griega como en la res pública romana. Su fisonomía moderna está marcada, sin duda, por el pensamiento de Inmanuel Kant, quien de alguna manera delimitará el debate, que continuará en las reflexiones seminales de Jurgen Habermas sobre la esfera pública o en la crítica de Hannah Arendt a la distinción entre lo social y lo político. Trabajos que han dado la pauta a un conjunto amplio de reflexiones y que a su vez han generado una serie de respuestas, derivados, revisiones, comentarios y críticas al concepto de lo público, al punto que el debate ha desbordado los márgenes de la teoría política para desplegarse en variadas disciplinas, desde la sociología, el urbanismo, la geografía, la antropología, los estudios culturales y comunicacionales.Hace varias décadas que Richard Sennett publicaba su ya clásico estudio sobre la relación entre el espacio social y el individuo, titulado "El declive del hombre público" (1974). En él desarrolla las diferentes formas en las que se configura el espacio social, en relación a una serie de procesos socioculturales, políticos y económicos, que Sennett focaliza en el advenimiento del capitalismo y el nacimiento de la vida privada. A partir del siglo XVIII Sennett observa un constante deterioro de lo público, en tanto pierde su fuerza vinculante y su relevancia social, culminando en la época contemporánea con su decadencia.Más de 30 años han pasado desde los análisis de Sennett y el escenario para la discusión sobre el carácter de lo público ha cambiado considerablemente, de manera sistemática y a nivel mundial en los últimos 10 años. Las series de crisis que han golpeado a Medio Oriente, Europa, Norteamérica y Latinoamérica, con sus respectivas respuestas sociales y ciudadanas así lo expresan: crisis económicas (principalmente las series de crisis del modelo de acumulación neoliberal), las crisis políticas (sistemas de democracia de baja intensidad o directamente autoritarios) y las crisis sociales (modelos de sociedades desiguales y altamente discriminadoras), se han vuelto una constante en el contexto de "la modernidad tardía".Específicamente, en América Latina se ha iniciado una fuerte reflexión en torno a los sentidos de lo público en el mundo académico, como lo detallan las sistemáticas reflexiones y publicaciones de G. Cunill Grau, L. Avritzer, N. Robotnikof, F. Olivera, S. Costa, entre otros/as y por mencionar solo a un grupo destacado de analistas e investigadores/as sociales de esta parte del mundo. Estas reflexiones y estudios sobre lo público, se han acompañado y han sido profundamente estimuladas por una serie de acontecimientos y procesos sociopolíticos e históricos en el subcontinente.
