Abstract: The aim of this study is to define Constructive Carrying Capacity (CAC) at Puerto Francisco de Orellana (El Coca) city using a holistic, systematic approach and endorsed information by InstitutoEspacial Ecuatoriano at 1: 5 000 scale, for urban development, decision making, risk management and strengthening of Territorial Ordering and Development Plans. This city was chosen because its economic growth based on three fundamental axes: oil industry, agriculture and tourism. CAC was determined through evaluation of two variables: Constructive Physical Aptitude (AFC), landslide and flood threats. A qualitative empirical model was applied to establish AFC considering geomorphological unit as basic element of analysis and some parameters: geomorphological ones, obtained by 3D photointerpretation; and pedological ones, obtained through fieldwork. Zoning resulted in five categories of AFC: suitable with slight, slight to moderate, moderate, severe and extreme limitations, where suitable areas with severe limitations reach the largest surface (57 %). About CAC, four categories were gotten: acceptable, acceptable with limitations, acceptable with strong limitations and restricted or excluding, where the most representative class is acceptable areas with strong limitations with medium flood and landslide threats (61%).
