À partir des années 1680-1690, l’évêque dispose d’un clergé compétent et formé, un clergé plus nombreux également avec la reprise du recrutement ecclésiastique. Pour une majorité de prêtres, les carrières ecclésiastiques se construisent autour d’un bénéfice, une cure principalement. Les soutiens familiaux et l’intégration dans des réseaux de clientèle expliquent beaucoup de promotions bénéficiales, et font du système bénéficial un système d’Ancien régime, de collusion et de privilèges.
