ÚvodZahraniční a vnitřní obchod byly stěžejními vědními a studijními obory Fakulty obchodní, jejíž pokračovatelkou je od roku 1991 Fakulta mezinárodních vztahů. Vývoj obou oborů jako teoretických systémů odrážel historické souvislosti vývoje meziná-rodního ekonomického prostředí, obchodní politiky státu a praxe v tuzemském i zahraničním podnikání a obchodování. Dělení na obory vnitřní obchod a zahraniční obchod bylo vyvoláno organizací plánovaného národního hospodářství, kdy do vnějších ekonomických vztahů přímo vstupovalo na základě monopolu zahraničního obchodu jen cca 30 organizací zahraničního obchodu a výrobní podniky do nich byly zapojeny pouze zprostředkovaně. Odděleně od zahraničního byl plánován a rozvíjen vnitřní trh.V souvislosti s rozvíjejícím se tuzemským i zahraničním cestovním ruchem byla do oboru zahraniční obchod zařazena také problematika cestovního ruchu, jež se pak v sedmdesátých letech vyčlenila jako samostatný obor ekonomika služeb a cestovního ruchu.Významným specifi kem oboru zahraniční obchod byla možnost konfrontace poznatků s mezinárodním prostředím, neboť cca jedna třetina studentů pocházela z tehdejších socialistických a z rozvojových zemí. Stejně tak někteří vyučující cizích jazyků byli rodilými mluvčími.Zaměření nosných oborů fakulty, jejich náplň, fundovanost a praktické zkušenosti vědecko-výzkumných pracovníků se staly významnými aspekty transformace po roce 1989, kdy na základě oborů ekonomika zahraničního obchodu a ekonomika vnitř-ního obchodu byl vytvořen profi lový obor fakulty -mezinárodní obchod v programu mezinárodní ekonomické vztahy. Vedle něho byl nadále rozvíjen samostatný obor cestovní ruch. V roce 1991 se fakulta přeměnila na Fakultu mezinárodních vztahů. Název nebyl jen formální, v průběhu dalších let se nabídka oborů rozšířila i o meziná-rodní politické vztahy, politologii a mezinárodní právo. Obor mezinárodní obchod jako vědní disciplína tak ve srovnání s obory typu business administration nebo international business získal širší vědecko-výzkumný záběr, a to v oblasti světové ekonomiky a mezinárodních politických a právních vztahů.Cílem předkládané stati je prozkoumat hlavní milníky ve vývoji oborů zahraniční a vnitřní obchod jakožto teoretických systémů na straně jedné a reálných objektů
The public procurement market is classified as one of the most important segments of the world economy with share of 7-18% in the world GDP. The importance of this segment leads to continuous liberalization. Despite the existing legislative framework, the share of cross-border public procurement remains limited due to several obstacles including discrimination in public procurement that was raised by governments as one of the non-tariff barriers to international trade. Surveys of the European Commission or the European Bank for Reconstruction and Development (EBRD) indicate that there are many other obstacles to entry to international public procurement markets. These obstacles are discussed in the first chapter of this article. The goal of this paper is to review aspects of international public procurement regulation and find ways of eliminating the obstacles through this regulation.Therefore, the second, third, and fourth chapters of the paper analyse the WTO Government Procurement Agreement (GPA), the United Nations Commission on International Trade Law (UNCITRAL) Model Law on Public Procurement, and the role of regional trade agreements.
International relations -as the branch of political science that is concerned with the foreign affairs of and relations among countries -considers the states' sovereignty as a basis for improvement of worldwide peaceful partnership among states. Based on state sovereignty, governments "protect" the policy space which they consider to be a necessary presumption for further national economic and social development. The possibility of global governance, in whichever field of activities, is related to the governments´ability to give a part of the domestic policy space (it means a part of their sovereignty) in favour of the common good and common long-term interests and perspectives. This is the main dialectical question of global governance, including the governance of international trade. The dilemma or mutual supportiveness of regionalism and multilateralism should be analyzed in relation to it.Global governance theory develops approaches, which attempt to find a workable structure(s) in which the global tendencies are reflected. In the most recent period, the ideas of prosperity of regional integration -as a basis for global governance -are widely supported. According to one stream within these theories, regional governance could be extended to a global one, after the benefits have been proved within a small scale. The other stream argues that only negotiations among regional groups lead towards global governance. The ground for this idea is to restrict the number of actors of international relations and, as a result, to simplify the complexity of negotiations and to facilitate their positive outcomes. In this article, I try to show which weaknesses have these ideas in the framework of international trade, which is an important part of international relations.

Na úplný závěr jsme si nechali citát z jednoho z oponentských posudků na učebnici Mikroekonomie, který Jolana Volejníková končí slovy: "...ekonomický život žije každý z nás..." Dodejme jen: "...vždy a všude," a tak je lépe být připraven a vědět si rady. Proto je přínosné studovat ekonomii, a to zvláště z učebnic, které jsou, jako v tomto případě, ke čtenáři velmi laskavé.
