O início do exercício da psicologia nos serviços brasileiros de Atenção Básica à Saúde (UBS) aconteceu na década de 1980. Na década seguinte, sob inúmeras críticas a uma prática individualizante, deu-se sua exclusão formal da Estratégia Saúde da Família, o que não impediu a realização de trabalhos. Neste artigo, o relato de uma análise da demanda no ano de 1996, realizada a partir de anamneses em grupos e do referencial da psicologia/análise institucional, revelou a importância das disputas sobre o território e do histórico das instituições na constituição da demanda de crianças e adolescentes para a saúde mental em uma UBS da periferia da grande São Paulo. O relato apresentado e a retomada formal da psicologia na Atenção Básica por meio dos Núcleos de Apoio à Saúde da Família (2008) apontam para o desafio de revitalizar os tradicionais instrumentos agregando-os à complexidade dos territórios e à busca pela integralidade.
Palavras-chave: adolescente em conflito com a lei, disciplina, biopoder, homicídio. resumenEste artículo traza un breve panorama histórico que indica cómo se ha abordado en la legislación la temática de la infancia y la adolescencia en Brasil desde el Código de Menores hasta el Estatuto del Niño y el Adolescente, haciendo hincapié en el adolescente en conflicto con la ley. Con base en el Mapeo Nacional de Medidas Socioeducativas en Medio Abierto y en el Índice de Homicidios durante la Adolescencia, se vincula el perfil de los adolescentes brasileños insertados en el sistema socioeducativo en medio abierto con el de los adolescentes víctimas de homicidios: son del sexo masculino, pobres, de escasa escolaridad y viven en las zonas metropolitanas de los grandes centros urbanos, aunque en los últimos años se ha detectado un proceso de interiorización de las muertes violentas. A partir de la comprensión de los conceptos de disciplina y biopoder, tal como los postulara Michel Foucault, se apunta a promover reflexiones acerca la incidencia de las medidas socioeducativas sobre un grupo determinado, precisamente aquél que diariamente abulta las estadísticas de mortalidad derivada de causas violentas.Palabras clave: adolescente en conflicto con la ley, disciplina, biopoder, homicidios. abstractThe article provides a historical overview on how Brazilian law has addressed the topic of child and youth since the Minors Code to the Children and Adolescent Statute, prioritizing adolescents in conflict with law. From the National Mapping of Socio-educational Measures in Semi-Open Conditions and the Index of Homicide in Youth lists the profile of Brazilian youths that integrate the socio educative system in semi-open conditions with youths homicide victims: they are male, poor and low-schooling, living in metropolitan areas of large urban centers; although it has been observed in the recent years a process of violent deaths moving inland. Starting from the comprehensions of discipline and biopower as postulated by Michel Foucault, we seek to promote reflections regarding the incidence of socio-educational measures around a determined group, precisely the one that dayby-day monopolizes mortality statistics resulting from violent causes.
ResumoNeste trabalho propomos questionar como são construídos e validados os discursos acerca de sexualidade, gênero e identidade sexual, a partir da história de vida de três irmãos homossexuais nascidos no interior do nordeste brasileiro. Ainda jovens, migraram para a cidade de Diadema -São Paulo, onde se tornaram, no decorrer de alguns anos, travestis e profissionais do sexo. A percepção da homossexualidade foi relatada como parte da infância, e sentida como uma força natural. Já, as transformações realizadas sobre o corpo decorrentes da travestilidade, a decisão pela prostituição, a orientação sexual (por homem ou por mulher), e a construção de uma identidade sexual (gay ou travesti), apareceram como instâncias dissociadas entre si e relacionadas à busca da valorização pessoal e social diante do estigma atribuído ao gay afeminado, pobre e migrante. A religiosidade afro-brasileira e a gramática yorubá assumiram relevância para a constituição desta possibilidade identitária.
RESUMO -Foi estudada a compreensão de seis socioeducadores sobre a relação entre o uso de drogas e a prática infracional de adolescentes em cumprimento de medida socioeducativa em meio aberto. O método qualitativo descritivo foi instrumentalizado por entrevistas semiestruturadas, e a análise se deu a partir das interpretações por eles atribuídas para o uso de drogas. Para os socioeducadores, tal uso está relacionado às condições históricas de exclusão social, ressaltando a dificuldade de acesso ao lazer e aos serviços de tratamento. A relação com a prática infracional foi constatada para um pequeno grupo poliusuário de drogas. Uma política para estes adolescentes deve atentar para além do ato infracional e da relação com as drogas, reconhecendo o sofrimento social na origem de tais eventos.ABSTRACT -We investigated the knowledge of six social educators about the connection between the use of drugs and the offence practice of adolescents serving a social-educational measure in an open environment. The descriptive qualitative method was instrumented through semi-structured interviews, and the analysis was based on the interpretations that the social educators attributed to the use of drugs. To them, drug use is related to the historical conditions of social exclusion, emphasizing the difficulty of access to leisure and treatment services. The relation between drug use and the offence practice was observed in a little group of poly-drug users. A policy for these adolescents should not only take into account the infraction and the connection with drugs, but also the social suffering that has these events as an origin.
