Pretende problematizar o referencial de cidade utilizado atualmente pelo ensino de urbanismo e defender uma alternativa que possa ajudar a enfrentar os desafios colocados pelos Objetivos de Desenvolvimento Sustentável (ODS) da ONU, quando aplicados à realidade urbana latino-americana, marcada por forte desigualdade e segregação socioespacial. Para tanto, parte de uma análise crítica de intervenções urbanísticas realizadas na cidade do Rio de Janeiro, traçando um elo com o ensino de urbanismo praticado no curso que constitui ainda hoje importante referência curricular no Brasil. A argumentação em defesa de um paradigma alternativo de cidade para o ensino de urbanismo recorre ainda a resultados de pesquisa anterior baseada na hipótese da pertinência de uma releitura de projetos do urbanismo moderno para lidar com os desafios da cidade contemporânea e a questão da integração de seus componentes infraestruturais. Como resultados dessa análise crítica de paradigmas, destaca diversas questões a respeito da aplicabilidade e até mesmo contradição de alguns ODS. Conclui, então, sobre a urgência de uma revisão dos referenciais de projeto utilizados no ensino de urbanismo , defendendo a pertinência de uma abordagem mais integrada entre arquitetura, urbanismo, infraestrutura e território que um olhar menos preconceituoso com as lições do urbanismo moderno permitiria construir.
O urbanismo contemporâneo tem por referência dominante o modelo da cidade compacta, usado para desqualificar o fenômeno do espraiamento urbano em prol de determinado modo de vida e organização espacial considerados mais compatíveis com os atuais princípios do desenvolvimento sustentável. Essa referência à cidade compacta assim como oscritérios de valor e de validade que ela estabelece em termos de qualidade urbana remetem à crítica feita às utopias futuristas do urbanismo moderno pelos defensores de um retorno aos princípios espaciais da cidade tradicional como solução para o crescimento urbano exponencial e disperso. Servindo-nos de uma análise dos diferentes aspectos utópicos do projeto para o Plano Piloto de Brasília assim como das críticas que foram erguidas contra ele, pretendemos mostrar, à luz do conceito de retrotopia cunhado por Zygmunt Bauman, que estas mesmas críticas adotam um referencial nostálgico não menos utópico. Essa análise, alimentada pela definição daprópria noção de projeto, nos conduz então a levantar um questionamento sobre a possibilidade de um urbanismo não-utópico ao qual respondemos com uma reflexão que mobiliza o conceito de atopia proposto por Byung-Chul Han. A partir dele, ensaiamos algumas pistas para a construção de uma abordagem que seja menos refém da armadilha utópica e da lógica dicotômica que parece sempre fugir da realidade presente, a fim de transformar Brasília em uma referência útil para poder lidar com a complexidade da discussão sobre forma urbana e os desafios inerentes à cidade do século XXI.
Paisagem urbana: natureza & pessoas reúne o resultado de pesquisas acerca da inserção da dimensão ambiental nas decisões de ordenamento territorial urbano. Desenvolve abordagem teórico-prática tendo o Distrito Federal como objeto de análise, com achados que podem ser replicados em outros contextos. Inicialmente, trata dos conceitos de qualidade de vida e ambiental e de sua tradução em atributos espaciais para subsidiar as intervenções na paisagem. Segue investigando as manifestações conceituais sobre Arquitetura da Paisagem, quando destaca a infraestrutura verde como método de abordagem para estruturação da paisagem urbana multifuncional. Dedica atenção às relações entre cidade e água, com ênfase na drenagem sustentável por meio de estudo dos alagamentos de Brasília, utilizando métodos de simulação que demonstram efetividade em comparação às soluções tradicionais. Trata ainda da ocupação urbana em áreas de recarga de aquíferos, indicando a relação entre padrões urbanísticos e infiltração, gerando subsídio para revisão dos Planos Diretores. Considerando que mais de 90% do território do Distrito Federal é constituído por unidade de conservação, apresenta estudo da base normativa do tema. Com métodos de planejamento ambiental urbano, mostra alternativas de redução de conflitos e de gestão entre Planos de Manejo e Planos Diretores Urbanos. O último capítulo traz um ensaio sobre o ordenamento territorial na macroescala, utilizando o conjunto de cidades do Distrito Federal, suas articulações e interdependências na relação entre espaços naturais e construídos.
