This article presents some reflections on the changes in the role of the state in the process of defining rules, norms, and configuration of educational systems, based on the results of a wider research on the repercussions of Prova Brasil in the municipalities of Campina Grande (PB) and Pelotas (RS). It focuses on the analysis of changes in the relation between state and market, as well as in the model of state regulation that reinforces the implantation of managerial mechanisms in the educational systems and in the schools. Through documental, bibliographic, and empirical data, the findings demonstrate that, despite the peculiarity with which municipalities and schools react to this national policy, there is great concern about the results of Prova Brasil and IDEB, which convert into public-private partnerships the implementation of some incentives such as payment by performance and other compensations for best schools. In Campina Grande, training has been a strategic element in pushing professionals toward a market logic; in Pelotas, professionals try to preserve their autonomy and practice a collective work. Therefore, on the one hand, the post-bureaucratic and quasi-market model of regulation that permeates the assessment system weakens the autonomy, professionalization, and democratic management of schools. On the other, the teachers who work in the schools are subjects capable of resisting and reinventing their practices.
In the context of significant changes to higher education and the subsequent increase in interest about training teaching staff, the present research draws on international and regional guidelines and recommendations in this field to shed light on the trends that affect policies for training professors at universities in Sao Paulo and Catalonia. The methodology brings together qualitative and quantitative approaches and includes the use of documentary analysis, interviews with people in charge of training and specialists, questionnaires and focus groups. An analysis of the information collected and a comparison of the training initiatives in both contexts showed that training for professors has been driven by current educational reforms, which are supported by the idea of the harmonization and construction of common spaces in higher education. On the one hand, these changes can lead to restructuring curricula in the name of quality, but on the other hand, they require greater accountability for students' results on the part of professors and may lead to greater instability for the profession, by increasing demands, reducing public funding and fragmenting research and teaching activities. Training, as a disputed field, is both an adaptation strategy and a drive towards didactic-pedagogical improvements and the professionalization of university teaching. These results present certain challenges, including overcoming the unequal recognition given to research and teaching, defining the responsibilities involved in teaching and going beyond the immediate needs of the labor market, by transcending the technical-instrumental paradigm of current neoliberal reforms and ensuring that training contributes towards greater professionalism for professors. Considering the challenges posed by globalization processes and the pressures for instrumentalization of university teachers training in favor of educational reform, this article proposes to reflect on the dilemmas and challenges of university teacher permanent education policy in some public universities of Catalonia (Spain) and Sao Paulo State (Brazil), from the analysis of training initiatives proposed by training sectors installed in these institutions. Beginning with a critical approach and understanding the complexity of the comparison of educational policies in the globalization context, we used a mixed methodology, based on documental analysis, interviews, questionnaires and focus groups. The result analysis allowed us to identify that university teachers training in both contexts face common dilemmas such as the contradictory relationship between training and precariousness, since teachers demands have been increased, leading to a casualization of the profession and, at the same time, programs for permanent teachers education have been institutionalized; another dilemma refers to unequal recognition of research and teaching, even though the latter is being increasingly considered a strategic element for the consolidation of the changes in higher education.
O texto analisa as políticas de accountability implantadas nas redes estaduais de ensino do Ceará, Pernambuco e Paraíba. Examina suas disposições e como articulam os pilares da avaliação externa, prestação de contas e responsabilização, distinguindo os desenhos das políticas de accountability em formas parcelares, de modelos e de sistemas. O estudo é de natureza qualitativa, de caráter descritivo e explicativo e utilizou como procedimentos revisão bibliográfica e análise de documentos de política educacional. Como resultado averiguou-se que os estados adotam políticas de “alta responsabilização”, em diferentes estágios de complexidade, revelando modelos e sistema de accountability com o uso de ferramentas do modelo gerencial orientado por resultados.
Este artigo tem por objetivo analisar as políticas de formação continuada de professores em contexto de regionalização, especificamente identificar tais políticas nos planos de ação educativa do Setor Educacional do MERCOSUL. Para tanto considera-se que tal região está inserida em um intenso processo de internacionalização e de regionalização educativa, no qual, além da influência de organismos internacionais, destaca-se a atuação do Setor Educativo do MERCOSUL. Na América Latina, assim como em outros contextos, a constituição de blocos econômicos colocou ênfase no papel da educação como fator de integração, influenciando e direcionando as prioridades nesse campo. A metodologia utilizada privilegiou uma abordagem qualitativa, pois, segundo Lüdke (1986), a pesquisa qualitativa supõe o contato direto e prolongado do pesquisador com o objeto a ser investigado, isto é, um intenso trabalho de campo, no qual os problemas são estudados no ambiente natural em que eles ocorrem, como fontes diretas de obtenção de dados. Como resultado, observou-se uma oferta formativa de caráter prioritariamente técnico, sujeita às vicissitudes dos governos. Tal formação está em conformidade com uma agenda internacional neoliberal despreocupada com a valorização dos profissionais da educação, ainda que considere tal formação um instrumento importante para a implementação dessa mesma agenda.
El estudio busca comprender cómo políticas similares se han difundido y extendido a diferentes partes del mundo con la pandemia, siguiendo la lógica del Movimiento Global para la Reforma Educativa (GERM), un proceso que se expande en Brasil con fuertes acentos neoliberales y empresariales, articulados con intereses neoconservadores. Para ello, analizamos comparativamente las políticas educativas adoptadas en los nueve estados de la región Nordeste de Brasil en el contexto de la pandemia de Covid-19, buscando comprender los procesos de movilidad/transferencia de políticas, así como las influencias del sector privado sobre las decisiones que toman las instituciones y redes públicas. A través de la etnografía de redes, se mapeó las acciones de las Secretarías de Estado de Educación y sus principales “socios”. Se constató el papel del sector privado en la conducción de las políticas adoptadas por los estados, ofreciendo acciones de formación de directivos y docentes, la intensificación del control y seguimiento del trabajo docente, así como la preocupación por la reorganización curricular a través de la adecuación de los contenidos a las evaluaciones a la Base Nacional del Currículo Común. Así, el llamado edu-business ve en la pandemia una oportunidad para ampliar su influencia en la educación pública, por lo que la “nueva normalidad” tiende a reafirmar los viejos parámetros del mercado, al mismo tiempo que hay un crecimiento acelerado de las desigualdades.
Nesse artigo apresenta-se algumas reflexões decorrentes de uma pesquisa mais ampla que buscou analisar as repercussões da Prova Brasil no currículo e no trabalho docente em escolas das redes municipais de Campina Grande-PB e de Pelotas-RS, entendendo que as avaliações externas tornaram-se uma das principais tecnologias de reforma e de “modernização” do Estado, a serviço da materialização e fortalecimento de medidas neoliberais e neoconservadoras no campo da educação. Como pesquisa qualitativa, utilizou-se da revisão bibliográfica e da análise documental, além da pesquisa de campo abrangendo observações e entrevistas semiestruturadas com profissionais que atuam em cada uma das municipalidades envolvidas. Como resultados principais constatou-se que ambos os municípios têm colocado em prática políticas de cunho gerencial, o que inclui mudanças significativas na gestão das redes, com a participação ativa de atores do setor privado; sob a justificativa de melhorar os resultados nas avaliações externas, em especial a Prova Brasil, vêm adotando políticas próprias de avaliação com o objetivo de melhorar seu desempenho no Ideb. Isso tem aberto maior espaço de atuação para o setor privado, o qual atua na prestação de serviços de assessoria, com destaque para a Fundação Lemann.
