En este artículo se presenta, en base al análisis de los componentes del Decálogo de Barragán, los avances detectados de la última década y los principales desafíos que enfrenta el manejo costero integrado (MCI) en Uruguay. Tanto en Uruguay como en la región se han intensificado actividades con alta capacidad de impacto en zona costera (e.g. litoralización) lo que sumado a las tendencias regionales de la variabilidad y el Cambio Climático exige implementar acciones para modificar el uso dominante del espacio costero. En el período indicado se han mejorado las capacidades del país para abordar el manejo costero, tanto a nivel normativo como de políticas públicas, así como de integración de los niveles implicados, de articulación entre las instituciones competente y un mayor involucramiento de los actores sociales. Se aprobó una Directriz costera y se creó un Departamento de Gestión Costera y Marina en el Ministerio de Vivienda Ordenamiento Territorial y Medio Ambiente, a la vez que se incorporaron conceptos clave como el de componentes vulnerables. También se avanzó en el conocimiento científico, particularmente de índole interdisciplinaria, y se consolidó la formación terciaria con base conceptual en el MCI, así como en las instancias de capacitación a actores de la sociedad civil y de la gestión. Se evidencia una mayor concientización de la población en relación a estos temas y se han multiplicado las acciones de participación de la sociedad civil, si bien se requiere aún un importante esfuerzo para avanzar hacia un equilibrio entre desarrollo y conservación que cuente con la participación sustancial de los actores. A la vez, se constatan desafíos mayores como dar continuidad a las diversas iniciativas, y superar algunas incertidumbres propias de la Directriz sancionada. Un aspecto central sigue siendo la financiación adecuada de los programas y proyectos ya aprobados, y la mejora y ampliación de la capacitación de los actores. Finalmente, siguen siendo puntos débiles la puesta en práctica y diseminación de experiencias de MCI exitosas, principalmente de carácter local, así como lograr una mayor participación social en la toma de decisión.
Rural Uruguay is undergoing a long process of transformations that tend to weaken the maintenance of local cultural traits, including society-nature relationships. To preserve these traits and enhance our understanding of these relationships, it is necessary to both strive for the empowering of rural communities and to establish a constructive exchange of knowledge. JULANA (an acronym from the Spanish for “Playing in Nature”) works towards these goals through the dialogue of the different conceptions of nature and society. This work presents an experience in collaborative-learning, the participatory monitoring project named Fogones de Fauna carried out in the village of Paso Centurión, along with reflections on the value of JULANA’s work and education.
Este artículo recoge reflexiones de un equipo que realiza extensión universitaria desde una perspectiva integral sobre las relaciones sociedad–naturaleza en un área protegida del noreste de Uruguay. El equipo integrado por personas con formación de base en biología y antropología desarrolla desde 2013 una propuesta de formación de grado para diferentes carreras de la Universidad de la República como plataforma a partir de la cual se han desplegado diferentes acciones de vínculo con el medio y se ha abierto camino para procesos de diálogo de saberes con pobladores locales. De manera transversal, desde el inicio de la experiencia ha habido un componente permanente y sostenido de producción de conocimiento que se ha vehiculizado en diferentes estrategias (investigaciones estudiantiles en el marco del curso, presentaciones del equipo docente en otros cursos y eventos científicos, artículos, tesis de grado y de posgrado, proyectos de investigación) que permiten hoy reconstruir una trayectoria integral.
ResumenEn la cuenca del arroyo El Potrero, departamento de Maldonado, confluyen una particular diversidad de ambientes, actores, intereses y problemáticas socioambientales. El objetivo de este trabajo es proponer medidas para el manejo de los conflictos, problemáticas y oportunidades socioambientales en el área, aplicando herramientas de Manejo Costero Integrado (MCI). El MCI busca un balance entre intereses sociales, ambientales y económicos en la zona costera, con un enfoque basado en ecosistemas e incorporando en el proceso a los distintos actores de una comunidad dada. A partir de revisión documental, entrevistas a 11 actores con incidencia local, talleres internos del equipo de trabajo y un taller abierto de validación se reconocieron cuatro asuntos sobre los que enfocar las propuestas de manejo: fortalecimiento de la gobernanza, fomento de la integridad ambiental de la costa balnearia, conservación del arroyo y sus márgenes y consolidación de una trama urbana de bajo impacto ambiental. Cada asunto de manejo dio origen a un programa del cual se desprenden proyectos con acciones específicas. Todos los programas se agrupan en un «Plan integrado de manejo de la cuenca baja del arroyo El Potrero». El espacio de intercambio entre actores diversos promovido en este estudio favoreció la generación de nuevos lazos y mostró el potencial del trabajo conjunto. AbstractA diversity of environments, stakeholders, interests and socioenvironmental problems converge in the basin of the El Potrero stream, Maldonado department, Uruguay. The objective of this article is to outline management proposals for conflicts, problems and socioenvironmental opportunities in this area, applying the Integrated Coastal Management (ICM) approach. The ICM promotes a balance between social, environmental, and economic interests in the coastal zone, based on an ecosystem approach and involving different community stakeholders in the process. Based on document reviews, interviews with 11 local actors, internal team workshops, and an open validation workshop, four issues were identified to focus the management proposals: strengthening governance, promoting the environmental integrity of the seaside coast, conserving the stream and its margins, and fostering urbanization with a low environmental impact. Each management issue gave rise to a program from which projects with specific actions emerged. All programs are grouped in an «Integrated Management Plan for the Lower Basin of the El Potrero stream». The exchange between different actors favored the relationship between stakeholders and showed the potential for working together.
