Currently, there are more than 4.5 million Americans under some form of community supervision. Much of the experience of traditional community supervision relies on face-to-face interactions. Individuals on supervision often require treatment or services typically delivered in face-to-face settings. However, the COVID-19 pandemic has forced community corrections' agencies to quickly rethink how they do business, with limited existing research on how to adapt supervision protocols in the midst of a global pandemic. Using surveys of directors of community corrections' agencies across the United States, the goal of the current study was to examine how community corrections' agencies have adapted traditional supervision processes to address disease prevention and containment in addition to supporting client needs and community safety as a result of COVID-19. Changes implemented during the pandemic may have implications for the future landscape of community supervision. Understanding how and what agencies prioritize in a time of global crisis can provide a foundation for identifying sustainable changes as well as understanding future impacts on system and client-level outcomes.

Purpose The purpose of this paper is to examine a campus community’s knowledge and acceptance of their campus police as “real” police. Design/methodology/approach Using the liminality theoretical framework, this study surveyed students, faculty, staff, and administrators (n=1,484). Students were surveyed in-person, while staff, faculty, and administrators participated through an e-mail link to an online survey. Findings Results indicate that campus police are stuck in a liminal state. While 80 percent of the sample thought campus police should be armed, almost two-thirds (64 percent) did not know or were unsure of campus police officer tasks and three-quarters (75 percent) did not know or were unsure of campus police training requirements. Research limitations/implications The participants come from one university campus, so the generalizability of the sample is limited. Originality/value This study provides more evidence of the marginalization of campus police. Specifically, this study highlights that a majority of participants could not or were unable to identify campus police officers’ training and duties. Instead of using small qualitative samples, this study utilized over 1,400 participants on one campus, which provides more explanatory power about the perception problems of the campus police. This study also continues to advance and expand liminal theory.

Using the Serious and Violent Offender Reentry Initiative (SVORI) data set, the current study examined the relationship between internal change factors, including agency, readiness for change, and legal cynicism, and four reentry outcomes (recidivism, reincarceration, drug use, and treatment participation). The study also assessed the impact of external change factors, such as family support and perceived neighborhood quality on reentry outcomes. Using a hybrid model approach, we found that within-individual changes in agency and family emotional support were significantly related to decreased self-reported recidivism and reincarceration over time. Within-individual changes in family emotional support were also significantly related to reductions in self-reported drug use and within-individual changes in readiness for change were positively associated with treatment participation across the postrelease waves of the SVORI data. Between-individual results further demonstrate the salience of change factors on reentry outcomes. Study findings inform desistance models and identify some promising targets for reentry programming.

Community correction organisations have recognised the importance of implementing evidence-based practices to improve probation practice and reduce recidivism rates. Research finds when probation agencies implement evidence-based practices in line with the Risk, Need, Responsivity model with fidelity, reductions in recidivism are possible. However, challenges of implementation persist. To assist in the translation of evidence-based practices to real-world practice, researchers and practitioners developed community supervision officer training programmes. Using qualitative interview data of trained federal probation officers, this study examined the implementation of the Staff Training Aimed at Reducing Rearrest. This study explored (1) probation officer attitudes and perceptions of Staff Training Aimed at Reducing Rearrest, training and implementation process; (2) how users and coaches implement key components of Staff Training Aimed at Reducing Rearrest; and (3) the organisational facilitators and barriers associated with Staff Training Aimed at Reducing Rearrest implementation. Findings suggest positive attitudes towards Staff Training Aimed at Reducing Rearrest for improving supervision process and highlight key facilitators and barriers that can be addressed to support successful implementation efforts.
